Study On Countermeasures For Cultivated Land Pollution Control In Heilongjiang Province Based On The Perspective Of Two Oriented Agricultural Development

Resource-saving and environment-friendly agricultural development orientation is an important direction for China to improve the level of eco environmental protection and the level of agricultural economic and social development.With the current agricultural pollution control of agricultural land in China has been gradually improved to an important position,the prevention and control of air pollution under the development of type two agriculture has become one of the fundamental contents of the development of agriculture and rural economy.This is also a necessary element to respond to the policy of sustainable development and to promote the sustained and healthy development of agricultural society under the policy of supply side structural reform.According to this,this paper uses quantitative analysis,qualitative analysis and questionnaire survey to explore the problem of prevention and control of cultivated land pollution under the development of type two agriculture in Heilongjiang Province,with a view to clear and clear the problem of preventing and controlling arable land pollution in the current effective Heilongjiang Province,and to explore the countermeasures to improve the pollution control level of cultivated land in Heilongjiang province.In the process of research,this paper first expounds the concept of two type agriculture and the pollution of cultivated land.Combined with the theory of two agricultural development planning,sustainable development and the prevention and control of cultivated land pollution,it traced the situation of the comprehensive legislation of cultivated land pollution in China,and summed up the foundation of the influence of agricultural pollution control of type two in Heilongjiang on the theoretical level.After that,the quality and pollution situation of basic cultivated land in Heilongjiang province were summed up.From two aspects of the general situation of cultivated land quality and the situation of cultivated land pollution,the two agricultural development and the strategy of prevention and control of cultivated land pollution were explained.In view of the general situation of the development of the two type agriculture,the general situation of legislation on cultivated land pollution control and the protection strategy of cultivated land quality are studied.Through the analysis,we can see that the problems of farmland pollution control in the development of type two agricultural development in Heilongjiang province are mainly manifested in the slow process of prevention and control of cultivated land pollution.From the point of origin,the development of relevant legislation is not sound,the lack of specialized organization leading to harnessing cultivated land pollution,and the lack of institutionalized system for harnessing cultivated land pollution are the direct reasons for the above problems.Therefore,the legislative level of cultivated land pollution control should be improved,the organizational structure of farmland pollution control should be divided,the institutionalized level of cultivated land pollution control is improved,the standardization system of cultivated land environmental assessment should be constructed and the awareness of farmers’ arable land pollution prevention and control should be improved.Starting from the prevention and control of arable land pollution,we should consolidate the material foundation of developing two oriented agriculture in Heilongjiang,improve the level of cultivated land pollution control and the comprehensive development strength of agriculture.
