In order to further improve the competitiveness of its own products and promote the upgrading and optimization of its industrial structure,Xinjiang TL Company carried out the construction of a project to complete the expansion of 100,000 tons of electrolytic aluminum in 2016.In particular,the preliminary design was approved in 2011.The project started in July 2016 and was completed in January 2017 and put into operation.After 100,000 tons of supplementary expansion projects,the author adheres to the principle of "objectivity,fairness,science,and independence" on the basis of a large number of research work.He has carefully studied the 100,000 tons of electrolytic aluminum expansion projects of Xinjiang TL Company.In 2018,the evaluation report was completed.Form the following conclusions:The preliminary work steps of the project are compact,the documents of each stage are basically complete,the construction time is accurate,and the preliminary design review conclusion is objective and fair.However,in the preliminary research stage of the project,there is a lack of in-depth analysis,overall optimization and advanced prediction on the horizontal connection between the processes,material management,and subsequent National Environmental Protection upgrade requirements.The project design work basically meets the overall progress requirements.A few drawings were not completed in time according to progress.The construction drawings are consistent with the initial design of the approval.The project design structure is sound and reasonable,all management systems are complete and in place,and construction preparations are relatively adequate.The construction of the project adopts the management mode of Party A supervision system,supervision system and PC contract,and realizes professional management.Bidding and bidding work is generally in compliance,design and construction and the selection of supervision units are basically reasonable.At the same time,measures such as the procurement and allocation of key and sensitive main materials by Party A have been adopted,and the cost of equipment and materials has been reduced.The project construction procedures are relatively delayed,and the fire inspection and acceptance procedures are postponed until the end of construction.There is a small amount of unapproved construction projects for the construction period.The delayed arrival of some materials and equipment affected the progress of the project,but the total duration of the project was 8 months,and construction continued in winter,which was rare in the industry.Part of the project contract is built before signing.Overall,in addition to some administrative procedures to handle delays,some sporadic additions to the project after the construction of the contract,the project construction management in terms of progress,quality,safety and other successful,achieved the expected goal.The production preparation process of the project is reasonable,personnel and technical preparations are relatively ready,and material preparations are relatively insufficient.The project trial plan is feasible.It adopts a time.There has been a qualitative leap in the company's start-up work three years ago,and it has reached the same industry in recent years.The same electrolytic tank input test vehicle has a higher level.After three months of operation,most of the devices reach the design value.However,there are still a small number of indicators that are significantly different from the design values.It is necessary to improve the quality of the anode carbon block as soon as possible to achieve effective control of phosphorus,iron and other elements to ensure the quality of aluminum ingots.The project can be invested in an estimated 664.9 million yuan,and the preliminary design estimates are basically the same.As of the post-project evaluation point,the project has not yet completed the final accounts,and the estimated final investment is 6,589.038 million yuan.This is mainly due to the design and modification of new safety and environmental protection projects.The overall investment control is better.The main financial indicators of the post-evaluation were all better than the researchable forecast indicators,in which the incremental financial internal rate of return reached 9.3 %,which was lower than the researchable value,but it was higher than the company's 6.5 % capital rate,and it was also 0.3 % higher than the benchmark rate of return provided by the company.The incremental benefits are obvious.After the project is put into operation,all major pollutants can be discharged in accordance with the standards,and the impact on the environment is small.The application of phosphate iron casting technology reduces the energy consumption index;The application of anode protection ring has extended the anode consumption time and reduced the pollution of iron and other elements to aluminum water.After the expansion,the comprehensive energy consumption is in the upper level of the industry,and the complete matching production system has reached the best level of energy conservation and consumption reduction.
