Study On Application Of PPP In Sewage Treatment Project

At this stage,China’s water pollution is worsening day by day,and gradually exceeds the carrying capacity of the environment.In order to effectively control water pollution,the government started to control water resources through macro-control measures.In 2015,the General Office of the State Council promulgated the "Water Ten Articles",which proposed that sewage be treated through public participation and supervision,introduction of social capital funds,management experience and advanced water purification technologies.The release of "Water Ten" has brought new opportunities for development in China’s sewage treatment industry.Specific to the implementation of the "Water Ten",the PPP model is a way of introducing social capital into the sewage treatment industry,financing capital,managing experience,relieving the financial pressure of local governments and advanced water purification technologies.However,the traditional PPP model has some problems in the application of sewage treatment industry,including the difficulty in maintaining the sustainability of technology and the lack of coordination between the public and private sectors.Therefore,the application of PPP in the sewage treatment industry is in urgent need of innovation.This paper first introduces the research background,significance and research development of PPP mode in the sewage treatment industry at present.Secondly,this paper analyzes the status quo and existing problems of PPP mode in China’s sewage treatment industry through descriptive statistics;Thirdly,this paper introduces the PIPP model in Dutch water management into the PPP model of China’s sewage treatment industry and constructs the PIPP model of public-private cooperation in China’s sewage treatment industry.Taking the expansion project of Shuangqing WWTP in Beichen District of Tianjin as an example Finally,this paper evaluates the superiority of PIPP model in sewage treatment industry through financial analysis,environmental benefit analysis and social benefit analysis.The results of this paper show that: First of all,the PPP model in the sewage treatment industry there is the sustainability of this key technology is difficult to maintain the coordination of public-private cooperation is not in place and so on,PPP model in the sewage treatment industry in urgent need of innovation;Second,Empirical analysis shows that the PIPP model can guarantee the sustainability of the key technologies of sewage treatment and strengthen the cooperation between the public and private sectors.At the same time,the PIPP model can also reduce the government financial pressure,make the capital more efficient and promote the upgrading of sewage treatment Infrastructure,can improve the management level.After exposition and case analysis,it is feasible to implement PIPP model in wastewater project,which is worth to be vigorously developed and popularized.Finally,this paper gives four suggestions to the PIPP project of the sewage treatment industry: First,guarantee the maximum benefit of capital with low-cost financing.Second,by professional company design,construction and operation.Third,strengthen government regulation.To monitor the interests of enterprises,especially social benefits.Fourth,to further improve the relevant laws,regulations,rules and regulations,strengthen the information announced.
