| Rural sewage treatment is the need to improve the rural living environment and promote the construction of ecological civilization.The current situation of rural sewage treatment is still grim,the introduction of PPP mode can better alleviate the government’s financial,technical and management pressure in governance,and improve the efficiency of sewage treatment.Based on the theory of public goods supply,the theory of new public service and the theory of entrusted agency,this paper conducts research on the basis of analyzing the current situation of rural sewage treatment.Starting from the three common operation modes of PPP mode in rural sewage treatment,the PPP modes of rural sewage treatment in Wushan County,Changshu County and Anxi County were selected as typical cases for analysis.It summarizes the common problems of the current PPP model applied to the rural sewage treatment market:the lack of government supervision,excessive profit-seeking by social capital,inadequate project promotion and implementation,insufficient villagers’ understanding and support.Through further analysis of the problems,it is found that the reasons are that performance appraisal and supervision need to be implemented,high risk incidence and inconsistency between interest demands under multiple subjects,lack of long-term operation and maintenance management mechanism for the whole cycle,insufficient exogenous thrust and endogenous motivation for villagers’ participation.Therefore,this paper puts forward solutions from four aspects: improving the performance appraisal and management system under the system and norms,strengthening the benefit distribution and risk management mechanism under the fund guarantee,forming a long-term operation and maintenance management mechanism under the full-cycle overall planning,and establishing a co-construction,co-governance and sharing mechanism with the participation of villagers to provide a feasible reference for improving the efficiency of rural sewage treatment under the PPP model,better guiding the sustainable development of the PPP model in the rural sewage treatment market,and building beautiful villages. |
