Since 1980s,the economy of all countries in the world has developed rapidly, and the economic development and the progress of science and technology have promoted the living conditions of people. The development in Russia,India,Chinese as the representative of the country gradually joined the big stage of the world economy, and also created the rapid development of the national economy, but the rapid development of economy is accompanied by excessive use of resources, resulting in excessive use of resources environment has been destroyed.Especially relying on heavy industry development, high energy consumption and high pollution extensive economic development has seriously threatened human life and economic growth. The global environmental problem has become a problem that can not wait to be dealt with. This paper studies three aspects of environmental efficiency theory, the embedding theory and based on multilayer statistical model, construct a theoretical model of country environmental efficiency from the perspective of the development of embedded in the solution accuracy of the problem how to embed variables in large developing countries affect the efficiency and environment influence, provide policies and proposals as a large developing country to improve its environmental efficiency.First of all, based on the social embeddedness theory, the environmental factors affecting the efficiency of resources and environment is divided into economic factors and social factors of the scene, and put forward the concept of environmental impact the efficiency of cognitive embeddedness, structural Embeddedness and cultural embeddedness, relational embeddedness and political embedding;Secondly,we use the super efficiency DEA method to calculate the environmental efficiency of 10 developing countries in-2014 in 1996,and analyze the environmental problems of 10 developing countries based on the measurement results.using multilevel statistical model, analysis of the influencing factors of environmental efficiency in the development of the empirical powers. The research shows that there are great differences in environmental efficiency among developing countries, and 89.47%of the differences are caused by social embeddedness. The service industry accounted for,the price of energy, per capita GDP,the relationship between fuel imports and foreign trade environment, embedded cognitive Embeddedness and government efficiency embedding, cultural embeddedness and structural embeddedness has a direct effect on the environmental efficiency;the relationship between fuel imports and foreign trade environment, embedded cognitive embeddedness also has indirect effect on the environmental efficiency. The relationship between embedded fuel imports can weaken the positive influence on the proportion of industrial environmental efficiency, enhance the efficiency of the per capita GDP on environmental negative effect;cognitive embeddedness can enhance the industrial proportion of positive impact on the environment efficiency, weaken the per capita GDP efficiency of the negative influence on the environment;foreign trade relations embedded can enhance the positive effect on the environmental efficiency of energy prices the. Finally,on the basis of the results of the empirical analysis,we know that in order to achieve the goal of sustainable development in developing countries, need to fully consider the economic factors on the environment efficiency, also need to consider the influence of social factors on the environment efficiency, also need to coordinate the relationship between the two, combined with the economic and social impact on the environment efficiency.
