Since the reform and opening up,with the continuous economic development in our country,the improvement of overall national strength and the government's policy support for foreign investment,China has undoubtedly become one of the "best destinations" for international investment.At the same time,the environmental problems in our country have also become increasingly serious.In particular,the smog problem in recent years has affected the daily life of most urban residents in China.China has even become the country with the largest amount of sulfur dioxide emissions in the world.Therefore,this study of industrial and foreign capital on the impact of sulfur dioxide emissions in various regions of our country is of practical significance.The author sorts out the relevant literature at home and abroad found that at present the relationship between foreign investment and the environment in the academic community there is no uniform conclusion,but also less comparative study of foreign and domestic.Using panel data of 30 provinces from 2004 to 2016,the author divides them into eastern,central and western regions respectively to conduct quantitative and empirical analysis to study the impact of domestic and foreign investment in China's industrial sector on sulfur dioxide emissions in China.This paper draws on Grossman's decomposition model(scale effect,structure effect,technical effect)and incorporates environmental regulation effects.The analysis results are as follows:First,the environmental regulation has a positive effect on the eastern,central and western regions,can reduce sulfur dioxide emissions.Second,the scale effect and the structural effect only play a positive effect in the eastern region,and the structural effect has no significant effect even in the western region.This shows that the expansion of the economy can reduce the emission of sulfur dioxide in the eastern region and the optimization of the domestic and foreign capital structure is also effective.In the middle and west regions,the economic development is relatively backward.The economic development depends on the industrial industry and is still at the stage of development at the expense of the environment.Third,the impact of the domestic investment in China's industrial investment on China's environment is negative,indicating that China's domestic investment also needs more consideration of environmental protection.Fourth,foreign investment rejected the "pollution sanctuary"hypothesis in eastern China,but accepted the "pollution sanctuary" hypothesis in China and in the west of China.Fifth,the effects of technology,except for the western part,have a positive effect on environmental pollution,indicating the progress of technology and the spillover of foreign technology on the improvement of the environment in the eastern and central regions.Finally,this paper puts forward the pertinent policy suggestions based on the results of empirical analysis.
