As the basis for enterprises to implement remanufacturing,enterprise remanufacturing network optimization not only takes the economic factors of enterprises themselves into account,but it is also necessary to assume environmental and social responsibility.The optimization process of enterprise remanufacturing network is influenced by government departments and residents of surrounding communities.On one hand,the government department of our country begin to adopt a series of carbon emission reduction policies to guide enterprises to reduce carbon emissions.Especially as the main body of high energy consumption,high carbon emission and high pollution,the industrial enterprises headed by cement enterprises have become the focus of fulfilling the duty of reducing carbon emissions.On other hand,the appeal of residents' environmental aversion has been clearly stipulated in the "interim measures for social stability risk assessment of major fixed assets investment projects of the state development and reform commission"(Development and Reform Investment [2012] 2492).Therefore,this paper takes cement enterprises as an example,studies how to plan the remanufacturing network from the strategic perspective under the carbon emission reduction policies.Besides,we discuss the influence mechanism of the government carbon emission reduction policies on enterprise remanufacturing.The main research work of this paper as follows:Considering carbon tax policy and establishing the enterprise remanufacturing network optimization model with the minimize of total cost and carbon emission,it is found that appropriate carbon tax policy range can minimize enterprise remanufacturing network structure carbon emission reduction.we introduce the carbon tax policy into the dual-objective enterprises remanufacturing network optimization.A dual-objective mixed integer programming model is established.The performance of multi-objective particle swarm optimization algorithm and second generation non-dominated sorting genetic algorithm are compared to search a suitable algorithm to optimize the remanufacturing network optimization model.Existing researches only consider the impact of carbon emission in objective functions,theyhave not brought the carbon tax policy into dual-objective enterprises remanufacturing network optimization.Besides,the traditional multi-objective optimization method has limitation of single point optimal solution.This paper take Zaozhuang Zhonglian cement enterprise as an example to verify the model and algorithm.The results show that there exsists optimal structure of dual-objective enterprises remanufacturing network.The total cost and carbon emission target of the optimal combination solution sets are conflict.It is also found that,aiming at cement industry,adjust carbon tax rate reasonably within(5,30] yuan / ton can effectively guide enterprises reduce carbon emission.The conclusions are helpful for the government to formulate carbon tax policy and provide reference for cement remanufacturing enterprises to allocate resources reasonably under carbon tax policy.Considering government subsidy policy,remanufacturing network optimization model with the minimize of total cost,carbon emissions and residents' environmental aversion is established,so as to optimize three-objective enterprise remanufacturing network structure optimization.Besides,considering the uncertain factors of consumer market demand,The multi-objective particle swarm optimization algorithm is improved to find the optimal solution set of the three-objective optimization problem.Current studies ignore the uncertainty of market demand and do not consider the impact of government subsidies on the reduction of technological innovation in remanufacturing networks.According to the investigation data of Zaozhuang Zhonglian cement enterprise,the model and algorithm are verified.Results show that,moderate adjustment of subsidy rate in the range of(10,30 ] yuan / ton can effectively stimulate cement enterprise invest technological innovation in emission reduction;The consumer market demand uncertainty will affect the enterprises remanufacturing network structure.With the rising of uncertain confidence level of consumer demand,the total cost,carbon emissions and residents' environmental aversion objectives of enterprise remanufacturing will be increased.The conclusion of this study provides reasonable reference for government subsidy policy and cement enterprise remanufacturing decision.
