Environmental complaints are one of the factors that evaluate the quality of a region's ecological environment and are important drivers for improving the quality of public life.Environmental complaints management is an important part of the environmental protection authorities responsible for the quality of the ecological environment and serving the people.Through the research on the public environmental complaint management in Hainan Province,it can provide reasonable optimization suggestions for the government management in the process of public environmental complaints,and provide practical measures for improving the efficiency of the environmental protection authorities in responding to public environmental complaints.As the province with the best ecological environment in China,Hainan Province is positioned as an international tourist island,supporting the construction of a free trade pilot zone in Hainan Province,and steadily promoting the construction of a free trade port with Chinese characteristics.Hainan has also ushered in a historical opportunity of leaping development,but how to maintain the excellent ecological environment of Hainan Province,adhere to the "Lucid waters and lush mountains are invaluable assets.",adhere to the ecological province,and insist on development at the expense of the environment,the public Practical feelings are the best evidence.Based on the analysis of the number of public environmental complaints,geographical distribution,distribution of pollution factors,and proportion of data collected during the past three years and the Central Environmental Protection Inspector,this paper summarizes the characteristics of environmental complaints in Hainan Province and the existing public environmental complaints.Coping with the problems of the management mechanism and the causes of the problems.Aiming at these characteristics and reasons,this paper proposes to optimize the existing public environmental complaints response management mechanism,including adjusting the Hainan Provincial Comprehensive Service 12345 hotline platform,setting up a full-time or part-time response organization,formulating the "Public Environmental Protection Complaint Management Measures",and carrying out popular science propaganda.Establish an inter-departmental communication mechanism and promote six optimization measures for the 12345 hotline.At the same time,it is pointed out that public environmental complaints in Hainan Province will also change due to the situation,and environmental complaints will also be a long-term work.With the improvement of the rule of law and management,the ecological environment in Hainan Province will be getting better and better,and the current difficulties in handling environmental complaints will be solved one by one.
