Perfecting the ecological compensation system is an important part of the reform of the ecological civilization system and mechanism.It helps to deepen the transformation mechanism of “Green Water Qingshan is Jinshan Yinshan” and contributes to green development,rural revitalization and precise poverty alleviation.Since the reform and opening up,the ecological compensation system has been continuously improved.The study of the performance of the ecological compensation system based on the general equilibrium perspective is a summary of the practice of China's ecological compensation system in the past 40 years,and can also provide theoretical and empirical evidence for further improvement of the ecological compensation system.The general equilibrium framework for ecological compensation includes ecological damage compensation and ecological protection compensation.The ecological damage compensation model includes five departments: polluting enterprises,damaged enterprises,governments,final manufacturers and residents.It focuses on the relationship between polluting enterprises and damaged enterprises,the vertical ecological compensation relationship between the government and damaged enterprises,and the horizontal ecological compensation relationship between polluting enterprises and damaged enterprises.The ecological protection compensation model includes five departments: cleaning companies,beneficiaries,governments,final manufacturers and residents.It focuses on the relationship between clean and beneficiary enterprises,the vertical ecological compensation relationship between the government and clean enterprises,and the horizontal ecological compensation relationship between beneficiary enterprises and clean enterprises.Based on the results of parameter estimation at the province level,the simulation results of the dynamic stochastic general equilibrium model show that: First,the ecological compensation damage situation has inherent disadvantages.At this time,the economic environment system has weak ability to cope with risks;the ecological compensation protection situation has endogenous stability mechanism.The economic environment system has a high ability to cope with risks.Second,uncertainty shocks will have different impulse on economic and environmental systems.Specifically,pollution technology progress have positive effects on the economy and have negative effects on the environment;clean technology progress have positive effects on the economy and the environment.Human accidents and natural disasters have negative effects on the economy and the environment.Third,in the case of ecological damage,the vertical ecological compensation system has good economic and environmental performance in the face of pollution technology progress and natural disaster pollution impulse,horizontal ecological compensation system has good economic and environmental performance in the face of human accident pollution impulse.In the case of ecological protection,only the vertical ecological compensation system has good economic and environmental performance in the face of pollution technology progress.In summary,the equilibrium research on the performance of the ecological compensation system may have the following three innovations: First,the general equilibrium results of the ecological damage compensation system and the ecological protection compensation mechanism are examined.second,it examine the technological progress and pollution impulse.For the specific impulse of the performance of the ecological compensation system,the economic effects and environmental effects of the two types of shocks are important criteria for judging the quality of the system.third,it reveal the advantages and disadvantages of the vertical compensation and horizontal compensation methods under the general equilibrium framework.Whether the human accident factor determines whether the horizontal compensation method is worth recommending.
