| The ecological environment is the basic condition for human survival and development,and the basis for economic development and social progress.Although China has fully realized the importance of ecological environmental protection and actively carried out related work,it has achieved certain results,but it still fails to fundamentally solve the contradictions and conflicts between social and economic development and ecological environmental protection.The increasingly serious social and economic development gap,the contradiction between the supply area of eco-environmental services and the beneficiary areas has also intensified.The scientific assertion of“Green Mountain and Green Mountain is Jinshan Yinshan”reveals the profound relationship between economic development and ecological protection.The ecological protection of water sources and the development of protected areas are limited,which constitutes a contradiction between development and water resources protection.In order to realize the sustainable development of the water source economy and the construction of ecological civilization,it is necessary to establish and improve the ecological compensation mechanism,and realize the balanced coordination of environmental protection and economic society in the ecological environment protection zone with ecological compensation,that is,to give full play to ecological compensation and improve ecological environment protection.At the same time,it also fully promotes the improvement of economic and social benefits.In this context,this paper follows the research ideas of“Ecological Compensation Status”?“Ecological Compensation Performance Evaluation”?“Ecological Compensation Standard Appropriate Level Determination”?“Ecological Compensation Mechanism Improvement”to ecological compensation of the Dahuofang Water Source Protection Area.Performance evaluation,measurement of ecological compensation standards and regional sharing as the core content of the study,explore the status quo and existing problems of ecological compensation for the water conservation area of the Dahuofang,the economic,ecological and social benefits since the implementation of the ecological compensation policy in 2013.And the appropriate level of ecological compensation standard and the regional sharing of ecological compensation,the purpose is to scientifically,reasonably and systematically evaluate the ecological compensation performance of the water source protection area of the Dafangfang,and clarify the shortcomings of the existing ecological compensation.Further measure the appropriate level of ecological compensation standards,thereby achieving the dual goals of ecological protection of water resources and regional green and sustainable development.The content is mainly composed of seven parts.The first part is an introduction.Specifically clarify the background and significance of the research,and clarify the objectives,methods and technical routes of the research on the basis of combing the domestic and foreign research literatures;the second part is the concept definition and theoretical basis,mainly introduces the basic theory of ecological compensation.It lays a theoretical foundation for the normative analysis and empirical analysis of this paper.The third part is the ecological compensation status of the water protection area of the Dahuofang water source.The first is to summarize the characteristics and framework structure of the ecological compensation of the water source from the national level.The status quo of ecological compensation for the water source protection area of the house is analyzed,and the changes of the ecological compensation policy,the operation mechanism,the level of ecological compensation and the problems faced are clarified.The fourth part,the performance evaluation of the ecological compensation of the Dafangfang water source protection area,using the field survey questionnaire,using the analytic hierarchy process and fuzzy comprehensive evaluation method,systematically evaluated the ecological compensation policy of the Dahuofang water source protection area from the subjective level of the residents of the protected area.The ecological,economic and social benefits have yielded a subjective evaluation conclusion that the ecological benefits are“good”and the economic and social benefits are“no change”.The fifth part,the actual effect of the ecological compensation policy for the water source protection area of the Dahuofang,starts from the statistical data,comprehensively examines the changes in water quality,forest coverage,and income changes of urban and rural residents in the protected area of the Dahuofang water source before and after the implementation of the ecological compensation system.On the one hand,the content of green industry development,improvement of people's livelihood,accurate poverty alleviation,new employment,etc.,on the one hand,complements and confirms the evaluation of ecological compensation performance based on questionnaires,on the other hand,it further deepens The basis for measuring ecological compensation standards has been laid.The sixth part is the calculation and regional sharing of ecological compensation standards for the water protection area of the Dafangfang.First of all,the idea of calculating is that the ecological compensation standard can neither be too high nor too low,and must be maintained at a moderate level.It can not only achieve the purpose of ecological protection of water resources,but also achieve the goal of promoting green development and enriching the people.Based on the income value of different crops grown on agricultural land,the value of planting low value-added crops is taken as the lower limit of ecological compensation standard,and the value of planting high value-added crops is taken as the upper limit of ecological compensation standard.The annual reasonable range of ecological compensation standards is predicted from 2019 to 2030.At the same time,based on this,the upper and lower limits of the total amount of ecological compensation for the protection of the water source of the large house are calculated.Secondly,the feasibility of sharing and adjusting water price in the seven water-receiving areas such as Shenyang was discussed,and the linkage mechanism between ecological compensation and water price adjustment was established.The seventh part,the countermeasures and suggestions,the improvement of the ecological compensation system for the water source of the Dahuofang and the realization of the basic path of economic and social green and sustainable development of the water source protection area.This includes further improving the ecological compensation mechanism for water sources,such as improving ecological compensation laws and regulations,organizing leadership and supervision,and ecological compensation standards.Adhere to the concept of green and sustainable development,accelerate the development of green industries,improve the ecological compensation support system.The research in this paper not only has normative analysis,such as exploring the ecological compensation performance of the water protection area of the Dahuofang,the operation mechanism of ecological compensation,the problems of ecological compensation and the countermeasures,etc.There are also empirical analysis,such as applying questionnaire data and statistical data to determine The ecological,economic and social benefits of ecological compensation,as well as the reasonable interval for determining the ecological compensation standard and the total amount of ecological compensation,the regional sharing of ecological compensation,and the determination of the adjustment of water price.From the research conclusions,(1)the economic and social benefits of ecological compensation for the Dahuofang water source protection area are not ideal,and it is still necessary to further improve the ecological compensation,improve the ecological compensation system and mechanism,and fully stimulate the public's enthusiasm for participating in environmental protection.The green and sustainable development of the reserve will lay a good foundation and achieve a win-win situation for ecological protection and economic and social development.(2)The appropriate interval for the ecological compensation standard for the water source protection area of the Dahuofang should be(985 yuan/mu/year,14341yuan/mu/year),and the current standard(1000 yuan/mu/year for dry land,1200 yuan for paddy field/Although the mu/year is in a reasonable range,it is only slightly higher than the minimum ecological compensation standard,but far below the highest ecological compensation standard.(3)The reasonable range of the total amount of ecological compensation for the Dahuofang Water Source Protection Area is(33.391million yuan,485.2446 million yuan).In order to realize the corresponding ecological compensation,it can be obtained by adjusting the water price and adjusting the minimum price of water.It is 0.04 yuan/m~3,and the highest range is 0.58 yuan/m~3,which will not cause water residents to pay attention to the change of water fee.(4)For ecological compensation work,“hematopoietic”is more important than“transfusion”and is the key to sustainable development of ecological protection.It can effectively avoid the occurrence of ecological damage and economic backwardness.Therefore,in order to realize the ecological protection of water resources and the realization of the dual goals of ecological enrichment,the protected areas should actively explore and improve the ecological compensation mechanism,enrich the content of ecological compensation,improve the diversification of ecological compensation,and focus on the concept of ecological compensation.The pathes include the ecological compensation industry path and the ecological compensation support path are introduced to promote the ecological compensation performance and ecological compensation standards of the Dafangfang water source protection area,and accomplish the dual goals of water resources ecological protection and regional ecological civilization construction. |
