On The Improvement Of The Central Environmental Supervision System

With the increasingly severe environmental pollution problems and the deepening of environmental protection management,China's environmental protection supervision system has successively established systems of environmental protection supervision,regional environmental protection supervision,administrative interviews and central environmental protection supervision.The central environmental supervision system is the core institutional arrangement for implementing the "responsibility of the party and the government".It relies on the absolute authority of the party central committee to solve the environmental protection problems of local governments and party committees in cases of serious environmental pollution and ecological damage.It can crack the concealment of environmental laws and the dilemma of interest collusion in environmental governance and force local economic structure transformation and upgrading.The central environmental protection inspectorate has achieved full coverage in 31 provinces and achieved good environmental governance results.However,the central environmental supervision system is still an movement type governance model.This kind of unconventional governance mode increases the arbitrariness of power operation and weakens the long-term effect of environmental governance.Accompanied by the "one-size-fits-all" phenomenon has also damaged the interests of small and medium-sized enterprises and ordinary people.Therefore,the central environmental supervision system must be improved and formulate a regulation on environmental protection supervision,so as to build the internal environment protection supervision system in a fine way.The long-term mechanism of environmental protection supervision mechanism should be established and the supporting system of central environmental protection supervision system should be improved.
