Research On Grassroots Ecological Environment Governance

Grassroots governance directly faces the people and is the micro-foundation of China’s governance system.The process of modernization of grassroots governance determines the modernization of the country’s governance system and capability.As the national environmental governance system and institutional framework take shape,the impact of local,especially grassroots environmental governance practices on environmental performance has become increasingly prominent.The basic environmental governance mentioned in this article mainly refers to the environmental governance of county-level and below.Grassroot environmental governance involves multiple objectives such as improvement of environmental quality,transformation of government functions,adjustment of regional industrial structure,and the process of rule of law at local level.It concerns multiple systems,multiple subjects,and multiple issues,highlighting complexity,comprehensiveness,and systematicness.Focusing on "grassroot environmental governance",the perspective of comprehensive environmental issues,governance structure and government-market-society relationship outlines the structural basis and political situation of local environmental governance,which is different from the common central-local relations,principal-agent theory.This thesis starts from the analysis of the micro-level policy process,and builds an Ecology of Games Framework of grassroot environmental governance based on policy actors,policy institutions and policy issues as basic elements,and use air pollution control in A County as an example to identify the characteristics,problems and causes of grassroots environmental governance,presenting the network analysis of main actors,institutions and related policy issues.This thesis summarizes and extracts the basic characteristics of current China’s grassroots environmental governance in terms of cooperation,distribution,and learning functions through the research on representative cases and literature.The main problems of grassroots environmental governance focus on the unintended consequences of negative externalities of the policy institutions and policy issues.Then,I build a formal model of the government-enterprise-citizen game structure,and by simulating the game,identify the impact mechanism of the actor structure imbalance on grassroots environmental governance.Grassroots environmental governance urgently needs to be transformed into collaborative governance of multi-actors and environmental rule of law.Finally,it discusses its significance to China’s national governance modernization and contributions to global environmental governance.
