A Study On The Socialized Service Of Work Safety Supervision

Work safety is a long-term basic national policy of China,its importance to public welfare and grand scheme in socio-economic development cannot be overstated.It is both the duty of administrative departments at all levels and a crucial political responsibility.Based on both theoretical and practical experiences,commercialized work safety supervision service is an effective solution to the lack of supervising in grassroots level and professional skills.Pengzhou has made several attempts in the fields of promoting commercialized work safety supervision service.While the market size continues to grow at a rapid rate,issues such as lack of efficiency in service operation,imperfect management system and mechanism,incomplete service market,etc.are becoming increasingly prominent.By using data study method,case study method,and quantitative analysis method;and applying public administration,public economics,and theoretical econometrics,this article aims to perform a survey to the commercialized work safety supervision service of Pengzhou,so as to provide references for its next stage of development.Through case study method,it is found that the commercialized work safety supervision service of Pengzhou has achieved effective results,however,issues such as unwillingness of service user to cooperate,incompetency of service providers,unclear positioning,etc.also exist.By evaluating the results of the commercialized work safety supervision service of Pengzhou using DEA models,it is found that the commercialized work safety supervision service of Pengzhou has low efficiency in general,and the efficiencies between different service users differ greatly,which indicating many service users have issues of inadequate investment and incompetent usage of funding.Analysis by slack variables indicates most service users are facing the issue of under-delivery.Regression analysis through Tobit model constriction has discovered that at the current stage,the effectiveness of purchasing commercialized work safety supervision service at district-level government is affected by endogenous factors such as competency,management skill,scale effects,etc.of the service provider.Based on the summary of survey data analysis,this article analyzes the existing issues and shortcomings of the current commercialized work safety supervision service of Pengzhou from three aspects,namely the performance of financial funds,the service market environment,and the evaluation and supervision mechanism.Furthermore,it has suggested a recommended solution of constructing an efficient and reasonable input mechanism,cultivating a mature,orderly commercialized service market,and completing an administration system for service supervision.
