The structural reform of state-owned enterprises in the last century has brought great impetus to the development of state-owned enterprises,the state-owned enterprises have improved rapidly in the short run,and the scale and output have expanded significantly,the market competitiveness was further strengthened.After nearly thirty years of continuous reform and development,almost all the central state-owned enterprises were the leading enterprises in the industry and the world's major enterprises.However,with the improvement of the operating environment and efficiency of the state-owned enterprises,the corporate governance has gradually solidified,the institutional dividend has begun to decrease.When the external operating environment is deteriorating,the enterprise quickly falls into the business dilemma,and the reform is not thorough and not deep.The main manifestations are:(1)the non personalization of the state-owned property rights can lead to ineffectiveness of supervision;(2)multiple principal-agent relationship leads to loss of management efficiency;(3)the excessive income distribution gap within the enterprise restricts the enthusiasm and creativity of employees to a considerable extent.How to carry out the reform of state-owned enterprises and how to deal with all kinds of relationships within the enterprise,and how to enhance the competitiveness of the state-owned enterprises and the ability to resist external risks is not only the need for further opening up to the outside world,but also the internal requirement of stable economy operation of our country.This paper tries to explore the optimization plan and the way to realize the reform of the state-owned enterprises,especially the central enterprises,through the research paradigm of"anatomic sparrow".Therefore,we choose Ma'anshan iron and steel Limited by Share Ltd as a typical investigation object,and on the basis of the investigation on the staff of various levels in Ma'anshan,with the processing and analysis of the related data,there are some problems in the corporate management of the state-owned campanys,and we use the grey relational analysis and multiple regression models to discuss the reasons for these problems,and get some enlightenment to deepen the reform of the state-owned enterprises.Finally,aims at the major problems of the actual operation of the state-owned enterprises,we put forward relevant suggestions and improvement strategies from the perspective of optimizing corporate governance structure.Through the analysis and research,we get the following basic conclusions and inspirations:(1)The leaders of state-owned enterprises need to transform their role consciousness from the role of government officials to professional managers,and the supervision of state-owned enterprises should not directly interfere with the daily operation of the enterprises,and pay more attention to the value preservation and appreciation of the state-owned assets.(2)Improve the incentive and restraint mechanism of leaders of state-owned enterprises,and innovate the way of assessment for leaders of state-owned enterprises.Control the on-the-job consumption,restrict the income difference between managers and ordinary employees with the system,and increase managerial equity incentive.(3)Establish and improve the regular salary adjustment mechanism of ordinary employees in state-owned enterprises,so as to improve their work enthusiasm.
