Research On Environmental Governance Steel Companies

In recent decades, there exists tremendous development in economy of China.However, the current mode of economic growth of China is an extensive expansion,which is at expensive of harming environment, and it is an unsustainable mode ofeconomic growth. Since the inefficient and unreasonable allocation and utilization ofresource and the unsatisfactory results of environment governance, the issue ofenvironment is an increasingly prominent problem in China and it has become animportant factor that impact the development of economic and society of China.Therefore, enforcing environment governance and improving governance efficiencyand making better the quality of the environment are some urgent and must beimplemented task in the current economic life of China.Enterprise, as a main participant of social and economic activity, consumes alot of resource and energy, and produces necessity which is indispensable foreconomic development and life of people. In meanwhile, some by-products such aswastewater and exhaust gas and waste solids are of sources affecting environment.Environment governance of corporate directly influences the environment governanceof society as a whole, and is a crucial point of improving environment governance andresolving environment issues. Iron enterprise is a three high firm that there exists highenergy consumption, high pollution and high emission, and its environmentgovernance is a focus on monitoring object of country environment governance. Indecade, it has been obtained progress for environment governance of iron enterprisein our country. But in contrast with environment governance, there exists a huge gapbetween our country and foreign country, and current efficiency and effect ofenvironment governance should be enhanced.In this paper, we aim to the environment governance of iron enterprise and thefocus of study is on the mode improving environment governance of iron enterprise.First, the theory basis of corporate environment governance is analyzed and it ispointed out that theory of public governance, theory of sustainable development andtheory circular economy are the theory basis. Second, the theory framework of corporate environment governance is considered and it is pointed out that the theoryframework is formed by participant, content, mode and rule of corporate environmentgovernance. Then the basic status and problems of environment governance of ironenterprise in our country is analyzed and the current difficulties faced to ironenterprise are also considered. The advantage and drawback of existing typical modeof environment governance is studied. According to above analysis and in line withthe basic theory and framework of enterprise environment governance, and noticingthat shortcoming of mode that there exists only single principal part in environmentgovernance, a mode, which is guided by government and is leaded by enterprise, alsorefer as to “diversity, cooperation, and environment voluntary activity (GEDCVmode)”, is suggested. The GEDCV mode is anticipated to fully stimulate theinitiative, enthusiasm and innovation of enterprise and other participant inenvironment governance, and then to improve the efficiency of governance. Thesupport system, which can guarantee to effectively implement the mode, is studied.Finally, taking Valin Hengyang Steel Tube Co., Ltd. as an example, the feasibility andapplicability of mode is tested by compared with practice of environment governanceof Hengyang Steel Tube Co., Ltd.. Some suggestions, which aim to continuouslycorrect and improve the mode of environment governance of iron enterprise, areconsidered.
