Research On China's Green Land Reserve System

Land resources are related to our life.Due to the limited and non-renewable nature of land resources,human beings should adhere to the principle of conservation,rationality and efficiency in the use of land resources.As an important part of China's land management legal system,the land reserve system plays an important role in implementing the government land use policy and macroeconomic regulation of the land market and the real estate market.However,at present,China's land reserve system is oriented to serve urban development and economic construction,in the process of land reserve,the economic value of land is overemphasized,and government revenue relies too much on land transfer income,which leads to extensive,excessive and inefficient land use and a waste of land resources development and utilization.Land resources are the medium of China's ecological civilization construction,and also the material basis for realizing green development.Under the background of the society's comprehensive promotion of ecological civilization construction,it is necessary to re-examine China's current land reserve system and analyze its defects in land resources protection so as to build a "green" land reserve system with Chinese Characteristics,therefore optimize the land resources remediation and develop the land space pattern.In order to build a green land reserve system,first of all,the land reserve system should follow the ecological concept and the urban management theory,thus maintaining the rational and efficient use of land and resources on the basis of making the urban environment least affected by human beings.Secondly,we should improve the legal system of green land reserve system and the legal rank of the land reserve system,strengthening the coordination between land reserve and environmental protection,urban and rural planning regulations,and providing legal guarantee for promoting the improvement of land resources and the optimization of national land space development pattern.Thirdly,we should improve the land storage and supply mechanism,and reasonably limit land acquisition and storage,improving the utilization and reuse efficiency of the stored land,strictly controlling the increment of land reserve,maintaining the reasonable boundary of the city;we should also clarify the supply mode of the reserved land,The government should allocate the demand for public welfare land use,and formulate a scientific and reasonable land supply plan to ensure the conservation and efficient use of land resources.At the same time,a green land reserve system supervision mechanism is to be established to constrain the irregular land reserve.Finally,we should improve the supporting measures and means of the green land reserve system,strictly observe the red line of 1.8 billion mu of cultivated land through the ecological compensation mechanism of land reserve;we should also introduce the pre-assessment mechanism of land reserve,so that the land will strictly control the environmental quality in storage and supply and provide institutional guarantee for the purification of land resources;we should strengthen the market-oriented operation mode led by the government,deepen the system reform,and exert the decisive role of the market in resource allocation so that the public welfare of land resources can be maximized.In the end,the green land reserve system will be used to help to improve comprehensively the land resources and better the national land and space development pattern.
