Comparative Analysis And Reference Of The Safety Supervision Process And Dilemma Of Chinese And British Governments

With the acceleration of industrialization,government safety supervision plays an increasingly important role.Research and analysis of government safety supervision is also very important.At present,the existing analysis only studies a certain aspect or a certain issue of government safety supervision,and does not grasp the overall status trend of government safety supervision and improve the analysis.This paper uses CiteSpace visualization software to analyze the research situation of China's government safety supervision,summarizes the current research status and trends of China's government safety supervision,and combs the development history and dilemma of Chinese and British government safety supervision,and conducts comparative analysis,using system thinking method.A systematic study of the regulatory dilemma in the UK.Drawing on the analysis and solutions of the UK's regulatory dilemma,it proposes suggestions for improving the problems encountered by the government's safety supervision.The research results show that: 1.At present,government safety supervision has become a hot research topic,but the related research is not concentrated,and the research level is shallow,which belongs to the research frontier stage.2.The Chinese government's safety supervision has experienced four stages and two difficulties.The British government's safety supervision has experienced three stages and two difficulties.The comparative analysis found that the Chinese and British government safety supervision has the same form of regulatory origin and experienced similar regulatory dilemmas,but the nature of the origin of supervision,the solution to the regulatory dilemma and the focus of regulatory reform are different.3.Based on the method of system thinking,the predicament of the British government's safety supervision is in line with the basic model of drinking and quenching thirst.The dilemma of the UK government's safety supervision can be alleviated through two aspects: clearly defining the safety supervision functions of HSE and local governments,and grading supervision;legislation defines the connotation of the essence of security,strictly controls third-party institutions,and eliminates the culture of bad compensation.4.Drawing on the analysis and solutions of the UK government's safety supervision dilemma,we can improve China's current regulatory problems from three aspects: grading legislation,improving safety supervision mechanisms,and actively playing the role of third-party institutions.
