The Method And System Development For Performance Evaluation Of Government Comprehensive Supervision Forwork Safety

Reference to national standards and domestic and foreign governments’ performance measurement theory, according to the index and design method of indexes, two levels of government work safety supervision and performance evaluation index system was constructed to improve the level of government work safety supervision. The index system included 4 one level indexes and 40 two level indexes. Depending on evaluation method and evaluation object of indicators, the indexes in level two were devided into safety supervision statistics confirm type indicators, Assessment group evaluation type indicators and public remark type indicators. Analytic Hierarchy Process method was used to confirm the weight of first grade indexes and Delphi method was used to confirm the weight of second grade indexes.After the index system design is completed, I studied the evaluation methed and techniques. Mainly completed four tasks: First, this paper presents the setting basis of government work safety supervision performance and measurement standards. Second, according to the setting basis and measurement standards this paper designed three assessment tools to match three type indicators. The third is designed four survey results which were excellent, good, qualified, unqualified. The last was a brief introduction of government work safety supervision performance measurement implement process which based on PDCA principle.At last, using computer, internet and other means, using C# language to develop government work safety supervision performance measurement system of B/S model.Microsoft SQL Server 2005 was used as the database. The system achieved much function, for example evaluation, check decuction of evaluation indicators, check government and entirety evaluation results, check statisfaction and suggests of enterprises and citizens. There is more than one government take part in the measurement every year and with the increase of time more and more result is recorded. We can use these result for horizontal comparison and longitudinal comparison. The governments can learn from others through comparison and improve the level of government work safety supervision.
