Studies On Japanese Environmental NGO's Affection On The Process Of Environmental Policy Agenda Setting

At present,most areas of our country are suffering from environmental pollution,and the voice of people to improve the environment is getting higher and higher.As a representative of civil power,the ways of the environmental NGO to act is particularly important.In addition,the environmental NGO plays an important role in the field of environmental protection,and it is also the main force which promotes environmental policy agenda from bottom to top.Chinese environmental NGO started late,uneven distribution,so its development is still not perfect,and lack experience in influencing environmental policy agendas to improve the ecological environment.Yokkaichi asthma is the only one which caused by air pollution in Japan's four major public nuisance diseases.With the rise of anti-pollution movement,the environmental NGO has developed more mature.Based on the multiple streams theory framework,this dissertation analyzes the process of policy agenda which setting in the period of environmental pollution of Yokkaichi.Focus on the impact of the main part of political stream(the environment NGO)in the process of policy agenda setting,which is the impact of the environmental NGO on the problem stream,policy stream,political stream and policy window.Then take the introduction of the "Compensation method for public health damages",the ways which promote the policy agenda setting by the environmental NGO is classified into two categories:the ways of organizational activities and the external communication.Based on this,summarized the impact of the environmental NGO on the environmental policy agenda from Yokkaichi to the whole Japan.Finally,the process and function of the environmental NGO in China is analyzed,then discussing similarities and differences between the environmental NGO of China and Japan.Learning Japanese experience,and providing some suggestions for Chinese environmental NGO in the process of promoting environmental policy agenda.
