| The 1970s marked an"environmental decade"both in the United States and the international society. Since then the environmental protection has become a focal point in the global political agenda, especially in those post-industrial countries like the United States. In this time, federal government has formulated a series of environmental protection bills. These bills are the foundation of existing environmental policy in the United States. Analysis on the troubles and progress of the American environmental policy making would provide certain references to those countries with a shorter history of environmental protection. The article attempts to analyze the U.S. Environmental Policy in 1970s in a perspective of the multiple streams theory. Four parts describe, at the macro level, the U.S. environmental policy process in 1970s in terms of problem stream, policy stream, political stream and their"coupling", respectively. Finally, this study makes some specific suggestions about the development of environmental policy in our country, in combination with actual situation of China. The thesis is composed of five sections: the first part, general introductions as the opening badge, mainly introduces the significance of selecting the topic, the research field; the second part, analyses the theory of multiple streams, including the theoretical foundation, research framework and development of the multiple streams theory; the third part, generalizes concrete content and implementing effect of the U.S. environmental policy in1970s; the fourth part, based on the studies and analyses mentioned above, applies the multiple streams theory( problems, politics and policies) in the environmental policy in 1970s; the last part, summarizes their enlightenment for our country in protecting the environment, combining the actual environment situation in our country. |
