The "Opinions on Promoting Reform Pilots and Accelerating the Innovation and Development of non-vehicle transport logistics" was issued,let the vehicle-free carrier formally enter the logistics industry.In the environment of rapid economic development,the efficient vehicle-cargo matching operation management system has gradually become the key element of the victory of the pilot enterprises without vehicle carriers.Therefore,enterprises need to have an efficient vehicle and cargo matching operation management system to cope with the changing market demand,so as to enhance the competitive position of the market.KC Logistics Company is a non-vehicle carrier enterprise mainly engaged in coal road freight transportation.With the gradual expansion of its business,the matching management system of KC logistics company has exposed some problems,such as low matching efficiency and so on.This paper analyzes and summarizes the specific problems existing in the car and cargo matching of the company,and finds out that the key problems are the selection of carriers and the scheduling algorithm of vehicle and cargo matching.First of all,through literature review and Delfie expert investigation method,the evaluation index system of carrier selection is constructed.The analytic hierarchy process(AHP)is used to calculate the weight of each index,and the fuzzy comprehensive evaluation method is used to evaluate the fuzzy index quantitatively,which is verified by a practical case.Secondly,based on the evaluation index system of carrier selection,a vehicle and cargo matching scheduling model with the goal of minimum transportation cost is established,and the vehicle stowage is optimized on the basis of the shortest path.The main calculation process is to use particle swarm optimization algorithm to obtain the local optimal solution,and then as the initialsolution,the Tabu search algorithm is used to realize the global search,so as to obtain the global optimal solution.The effectiveness of the PSO-TS hybrid algorithm is verified by a practical case.The original vehicle and cargo matching management process of KC logistics company is optimized and upgraded.The logistics carrier selection evaluation system and vehicle and cargo matching scheduling model can provide some reference for non-vehicle carrier enterprises in the same industry.
