With the prosperous development of China's port, The dangerous export and import goods from port are on the increase. As these ports contribution to region economy, the risk of hazardous chemical accidents and environmental pollution accidents will increase correspondingly. Therefore, in order to effectively prevent and mitigate environmental accidents or reduce the damage, port should build up an effective emergency response system to enhance the environmental emergency response capability.To assess the environmental emergency capability of Shanghai port at present and make continuous improvement, this article combining the cause and effect diagram set up assessment index system for ports'environmental emergency capability from fours aspects, prevention, preparedness, response and recovery; then, the AHP method was applied to determine the weight of each evaluation index according to the emergency management status of Shanghai Port and expert judgment results; then determining the priorities of various indexes. On the basis of the application of AHP, this article construct the Shanghai dangerous cargo terminal environmental emergency response capability evaluation model combining the fuzzy comprehensive evaluation method.This paper utilizes the evaluation model to carry on practical assessment to a dangerous cargo terminal of Shanghai port, then, defining the weaknesses in emergency response capacity according assessment result. The assessment result can provid decision-making basis to the construction of environmental emergency capability of Shanghai dangerous cargo terminal.
