Industrial parks play an important role in China’s economic development,while also consuming large amounts of energy and emitting large amounts of greenhouse gases and atmospheric pollutants.In 2015,the total production value of 219 national economic and technological development zone state-level economic and technological development zones was 831.3 billion yuan,accounting for 11.47%of GDP in China.In 2015,the energy consumpution of national industrial park was 389 million tce,accounting for 9.7%of the total energy consumption.The greenhouse gas emissions related to direct energy of the national industrial park are 104.2 billion tons CO2e,accounting for 10.8%of the total national greenhouse gas emissions in China.Under the background of holding the average global temperature increase limited in 2°C compared to the pre-industrial level,which was proposed in Paris Agreement.Therefore,it is urgent for industrial parks to change from extensive development mode to green low-carbon development.This study takes the Yongcheng Economic Development Zone in Henan as the research object.First,this study established a list of greenhouse gases and atmospheric pollutants in the Yongcheng Economic Development Zone based on field research,then,the key greenhouse gas and atmospheric pollutant emissions were indentified based on emission list.Then,three scenarios(waste heat recovery and utilization scenarios,renewable energy utilization scenarios,energy efficiency technologies improve scenarios)were set up to assess the potential of greenhouse gas and air pollution reductions in the park.Finally,based on the above research,it is proposed to summarize and to forecast the shortcomings in the research process.The research results show that:(1)Yongcheng Economic Development Zone is a typical industrial park with high energy consumption and high coal consumption.In2017,the energy consumption of Yongcheng Economic Development Zone is 4.76Mtce,and the energy consumption per unit of GDP is 2.24 tce/104 yuan is four times the energy consumption per unit of GDP in Henan province.(2)Yongcheng Economic Development Zone is a high greenhouse gas emissions and high atmospheric pollutant emissions.In 2017,the total greenhouse gas emissions of the industrial park were 14.9Mt CO2e,and the emissions of atmospheric pollutants SO2,NOx,PM2.5 and PM100 were0.78 million tons,0.103 million tons,0.14 million tons and 0.29 million tons,respectively.(3)In terms of assessing the emission reduction potential,three scenarios improve the green low-carbon development of the industrial park.And the greenhouse gas emission reduction is 1.21 Mt CO2e,the air pollution that SO2,NOx,PM2.5 and PM10 reductions were 1,414 tons,78.5 tons and 150 tons of three scenarios(4)Among the three measures,the improvement of energy efficiency technology will bring the largest contribution to the reduction potential of the industrial park.In the development of industrial park,the development mode should be change of the industrial park,and should be focus on improving the energy efficiency technology of enterprises and the recycling of waste heat from power plants to promote the transformation of the industrial park to green and low carbon.
