Study On Compensation Mechanism For Transverse Ecological Protection Of Watershed In China

As an indispensable natural resource,the protection of water resources is related to our survival and development.In recent years,the shortage and waste of water resources in China's River basins,water environmental pollution and water ecological damage are prominent problems.In order to protect the water ecological environment and water quality of the whole basin,the upstream water ecological environment protection areas have lost the corresponding development costs and opportunity costs,and they have strong desire to compensate and develop the local economy;while the downstream water ecological environment beneficiary areas are eager to get water resources of the basin with sufficient water and better water quality,but they are unwilling to pay the corresponding funds.The voice of compensation is very low.The upstream water eco-environment protection area and downstream water eco-environment beneficiary area of the basin are two compensation and compensation areas which do not have direct administrative affiliation.Because of the lack of a robust and effective mechanism and platform for negotiation,communication and mediation between them are not smooth.This leads to the low degree of marketization in the practice of compensation for transverse ecological protection of river basins,which is not conducive to the practice of compensation for transverse ecological protection of river basins in China,nor to the protection of water ecological environment of river basins in China.As an equal entity without direct administrative affiliation,the compensation system for transverse ecological protection of river basin is a reward and compensation mechanism for the reasonable sharing of the cost of ecological protection in the upstream protection areas of the river basin in the beneficiary areas of the downstream basin.For the protection and management of the water ecological environment of the river basin,the rights and obligations between the upstream and downstream areas of the river basin are clarified,and the upstream areas and areas The development of downstream areas has a positive practical role and significance.At present,some watershed regions in China have actively carried out the practice of compensation mechanism for transverse ecological protection of watershed,and have achieved phased success and accumulated some advanced experience.However,the compensation system for transverse ecological protection of river basins has not been systematically studied,and lacks authoritative expression and theoretical support.At present,the system still has great defects and shortcomings.In view of the deficiencies and shortcomings of the compensation system for transverse ecological protection of river basins,this paper considers that it is necessary to establish and improve the relevant policies,laws and regulations for transverse ecological protection and compensation of river basins,improve the system framework of transverse ecological protection and compensation of river basins,improve the supervision,management and assessment system of transverse ecological protection and compensation of river basins,and improve the relevant supporting mechanisms for transverse ecological protection and compensation of Institutions and so on,to effectively solve the problem of compensation for transverse ecological protection of river basins in China,improve the mechanism of ecological compensation of river basins in China,realize the sustainable use and protection of water resources in China,and accelerate the construction of ecological civilization system.
