The basin ecological compensation is an important means to solve the problem of basin ecological environment protection.And it also scientifically determine the ecological standards for the establishment of cost sharing,benefit sharing,mutual supervision,inter basin ecological compensation mechanism of mutual restraint.Furthermore,it can promote the underdeveloped areas sharing the fruits of reform and development,the contradiction between development and protection of the downstream has important significance on the coordination.Originated in the Anhui province of the Xin'An River in Huangshan City is an important guarantee for the Qiandao Lake water quality.The Ministry of finance and Ministry of environmental protection formal implemented the Xin'An river basin water environmental compensation pilot for the control of pollution from the source in 2012.The implementation of 3 years,the Xin'An river basin water environmental compensation pilot work has made positive progress.The implementation has some difficult,because of a late start.Especially,the scope of compensation is still narrow in practice and compensation standard use the single mode.In the compensation standard,the administrative departments,showing the characteristics of strong color,lack of unified standard of compensation,calculation method of authority,to determine a reasonable compensation standard.Taking Xin'an River Basin as the research object,we summarize the standard of ecological compensation at home and abroad.According to the actual situation of the Xin'an River Basin and data acquisition,we use three methods to carry out empirical research.This paper tries to discuss the ecological compensation standard and its application,and hopes to make some contribution to the ecological compensation mechanism of Xin'anjiang River Basin.The results can be seen that the compensation standard obtained by 3 methods have a big difference.The cost of basin ecological protection means that there is 2.96 billion yuan per year to invest for the maintenance of water ecological protection.The cost of improving water quality divided into two cases.The calculation results are respectively 802 million yuan and 13.76 billion yuan.The water ecological service value method calculates 12 indicators of 4 categories of functions(providing product function,regulatory function,support function and cultural service function),and obtains the total value of water ecological service value of Xin'an river basin is 6.1 billion yuan.The compensation standard is too high to achieve in the actual situation.It only could be as the upper limit of compensation for reference.Different calculation results used as a reference for different stages of ecological compensation implementation in Xin'an River Basin.In the course of practice,it is necessary to start from the actual situation,considering the upstream and downstream interests,compensation methods,local financial resources and other factors,ecological compensation can play an important role.It suggested that the 802 million yuan calculated by the water quality improvement cost assessment method should be the compensation standard.
