The Anti-dumping Case Study On The China’s Imported Grain Oriented Flat-rolled Electrical Steel

With the deepening of economic globalization,the trade between countries is more and more frequent,further exacerbating the trade competition,leading to increased global trade friction.In recent years,anti-dumping is more used by countries to protect their own industries,distorting the original purpose of it.However,anti-dumping as a legal substitute for trade barriers will bring short-term profits to countries who initiates anti-dumping actions.China has become the most seriously suffered country in anti-dumping actions and measures,but the number of anti-dumping actions and measures that China initiated is so small than it suffered.That will cause negative impacts on domestic industry and international trade.China should take a positive attitude to the use of anti-dumping measures for the purpose of maintaining the fairness and justice of products,so that protecting their industries.Since the beginning of implementing anti-dumping measures in 1998,China has initiated three anti-dumping actions about grain oriented flat-rolled electrical steel,including 3 anti-dumping cases in 1999,2009 and 2015.In addition to the anti-dumping action in the year of 1999,the interval between the last two anti-dumping actions is short and continuous.And the anti-dumping cases initiated by China in 2009 belonged to China’s first anti-dumping countervailing case.So it is of great practical significance to study the external anti-dumping cases of imported grain oriented flat-rolled electrical steel.In consideration of the availability and immediacy of data,the author chooses the anti-dumping cases initiated in 2009 and 2015.In this paper,it introduces and analyzes the current situation of anti-dumping in China,and analyzes it from the two aspects of time and industry.And then the development of China’s orientation of electrical steel industry and its anti-dumping sufferings were also introduced.Secondly,along the perspective of industrial protection,it analyzes the causal sources,the process,the results of anti-dumping of China’s oriented electrical steel anti-dumping cases,then it sums up the problems and experiences from the analysis of the whole case.It thinks that there are following problems that can be found.First,The international competitiveness of the industry level and trade volume is still inconsistent.Second,the case did not fully consider the pros and cons of anti-dumping.Third,compared to our country suffered,the anti-dumping tax rate is lower,the number of accused countries is less.Through the case study of anti-dumping of oriented electrical steel,we can draw the following lessons:First,enterprises need to be united.Second,the anti-dumping reaction is accelerated,the interval of it becomes shorter.Third,the government actively cooperate with enterprises.Finally,the author offered several suggestions in government,industry,and enterprises for anti-dumping in the following future.
