Study On Performance Evaluation Of Fallow Farming Policy In Heavy Metal Pollution Areas

It is of great significance to carry out the performance evaluation of farmland fallow policy for further improving the farmland fallow system.As far as the remedial fallow policy of heavy metal contaminated cultivated land is concerned,farmers as the main stakeholders,their satisfaction evaluation of the policy is an important indicator to measure the policy performance.However,due to the relatively short implementation time of the fallow policy in China,there is still a relative lack of research on the performance evaluation of the fallow farmland policy based on farmers' satisfaction.Based on the theory of customer satisfaction index(CSI)in economics and combined with the characteristics of remedial fallow of heavy metal polluted cultivated land,this paper constructs the performance evaluation index system of remedial fallow policy of heavy metal polluted cultivated land from the perspective of farmers' satisfaction.Taking Liling City,Chang-Zhu-Tan District,Hunan Province,as an example,through questionnaire survey,the farmers are investigated on the spot.The household evaluation status of fallow policy was discussed by using structural equation model(SEM),and the main influencing factors of fallow policy performance were discussed.Suggestions were put forward to improve the performance of fallow policy of heavy metal contaminated cultivated land,and reference was provided for the evaluation of policy performance of other fallow types of cultivated land in China.The results show that:(1)the overall performance of the policy is at a good level,and farmers have a high evaluation of the policy and show fewer complaints;(2)farmers' expectations of the policy are generally higher,but farmers' expectations can not be met,which inhibits the policy to a certain extent.The improvement of performance level;(3)the perception quality of farmers and government support behavior are the decisive factors affecting policy performance,and play an important positive role in improving policy performance;(4)the quality factors such as normative,reliability and personnel interaction are the effective factors affecting policy performance levelTherefore,the policy of remedial fallow of heavy metal contaminated cultivated land needs to pay attention to the expectation of fallow farmers,ensure the stability and coherence of fallow policy,and strengthen the management of fallow tillage,incorporate the work of fallow tillage into the performance appraisal of governments at all levels,realize the supervision of the whole process of fallow tillage,and further improve the government's execution and credibility.At the same time,we should establish a fund guarantee mechanism to guarantee the financial input in the later period of fallow cultivation,and make full use of cash or grain discount subsidies to stabilize the economic income of farmers,improve the welfare level of farmers and enhance their quality perception.
