There is a complex dynamic interaction process between urban development and its ecological environment.To clarify the synergistic development relationship and interactive response mechanism of smart development and ecological efficiency,which is the key link of regional sustainable development,and also the frontier of sustainable scientific research.Resource-based cities generally have many problems such as strong resource dependence,imbalanced industrial structure,unemployment and povertystricken populations,and urban sprawl with low-density and disorderly expansion of land as the main features.Moreover,there is an extremely serious phenomenon that land urbanization and spatial runaway.In the initial stage of the development of resource-based cities,it is easy to ignore resource utilization efficiency and environmental pollution problems,ecological protection and governance are sluggish,and environmental pollution is serious.Therefore,the smart development of resource-based cities should pay more attention to be coordinated with the ecological environment.The interaction and response mechanism between smart development and ecological efficiency need to be clarified,and the coupling relationship and interaction mechanism between smart development and ecological efficiency should be explored to promote the optimization of space resources.It is of profound significance to configure and improve the quality of urbanization.This paper selects 2003~2015 as the research period and takes 111 prefecture-level resource-based cities in China as the research object.The comprehensive evaluation method is used to comprehensively measure smart development,and Super-SBM model and Malmquist index method are used to comprehensively measure ecological efficiency.Moreover,this paper explores the coupling relationship between smart development and eco-efficiency using gray correlation and coupling coordination model and uses a panel VAR model to empirically analyze the interaction mechanism of smart development and eco-efficiency in Chinese resource-based cities as well as various types of resource-based cities.The results show that: 1)The resource-based cities have relatively low levels of smart development and ecological efficiency,but their regional differences have weakened.According to the evaluation value of smart development and eco-efficiency in various types of resource-based cities,the order of smart development from large to small is regeneration,recession,mature and growth,and that the order of eco-efficiency is growth,regeneration,mature and recession.2)The coupling coordination relationship between smart development and eco-efficiency needs to be strengthened.According to the evaluation value of the grey correlation and coupling coordination degree in various types of resource-based cities,the order of grey correlation degree from large to small is mature,regeneration,recession and growth,and that the order of coupling coordination degree is regeneration,growth,mature and recession.3)There are self-enhancement effects and inertial trends in the response mechanism of smart development and ecoefficiency in Chinese resource-based cities and mature,growth and recessionary resourcebased cities.Besides,the smart development has a significant positive enhancement effect on the eco-efficiency in Chinese resource-based cities and mature resource-based cities.In addition,the eco-efficiency of growth and recessionary resource-based cities has a significant forced impact on smart development.However,there is no significant interaction between smart development and eco-efficiency in regenerative resource-based cities.4)In the next 15 periods,Chinese resource-based cities and mature resource-based cities have a significant positive impulse response to ecological efficiency,and there is no significant interaction between smart development and ecological efficiency of regenerative resource cities.In all types of cities,the positive impact of ecological efficiency on smart development is not significant.5)In addition to regenerative resource cities,the smart development of resource-based cities and mature resource cities has a greater impact on changes in eco-efficiency,followed by recessionary resource cities,while growth resource cities have the weakest impact.However,recessionary resources cities’ eco-efficiency has a greater impact on smart development.Finally,this paper proposes different strategies and suggestions for different types of resource-based cities and proposes optimal control strategies from five aspects: innovation management,technological progress,investment efficiency,industrial structure transformation and smart development.
