Analysis Of Influencing Factors And Policy Optimization Of Green Transformation And Development Efficiency Of Resource-based Cities In Shaanxi Province

Shaanxi province is a famous province of mineral resources and an important energy and chemical industry base in China.For a long time,depending on resource-based industry,Shaanxi province has made great progress,which has caused irreversible damage to the green ecological environment.Therefore,resource-based cities take this as an opportunity to take the road of green transformation and development is particularly important.This article takes six resource-based cities in Shaanxi Province as the research object.Firstly,by reviewing domestic and foreign literature and theories,the current status of green transformation development in six resource-based cities is analyzed and relevant policies are sorted out.Secondly,based on the super efficiency SBM model,input-output indicators are selected from two aspects: economy,resources and environment.MATLAB software is used to calculate the green transformation and development efficiency of resource-based cities in Shaanxi Province from 2012 to2021.Finally,the efficiency of green transformation development of resource-based cities is the explanatory variable,and six different influencing factors,including economic development level,industrial structure,foreign capital utilization,industrial solid waste utilization level,import and export trade degree,and level of urbanization,are the explanatory variables.A Tobit model is constructed,and regression analysis of panel data is conducted with the help of Stata17.0 software,Empirical analysis of the impact and direction of different factors on the level of green transformation and development of resource-based cities in Shaanxi Province.Based on the empirical results,targeted countermeasures and suggestions are proposed to optimize the green transformation and development policies of resource-based cities in Shaanxi Province.The results show that: First,from 2012 to 2021,the overall efficiency of green transformation and development in resource-based cities in Shaanxi Province showed an upward trend,with significant achievements in green transformation and development.Second,there are differences in the efficiency of green transformation and development among different regions in Shaanxi Province.Among the six resource-based cities,the overall level of green transformation and development in Tongchuan City is relatively high,while the overall level of green transformation and development in Baoji City is relatively low;The effect of green transformation and development in the northern Shaanxi region is more significant than that in the Guanzhong region.Third,the impact of green transformation and development efficiency on resource-based cities in Shaanxi Province is ranked from high to low in terms of economic development level,import and export trade degree,foreign investment utilization,level of urbanizationl,industrial solid waste utilization level,and industrial structure.Based on this,this article proposes targeted policy recommendations for promoting the green transformation and development of resource-based cities in Shaanxi Province from six aspects: promoting industrial transformation and upgrading,enhancing technological innovation capabilities,promoting foreign direct investment,improving institutional guarantee mechanisms,improving public service levels,and level of urbanization.
