Analysis On The Effect Of Implementing Environmental Protection Supervision System In Yunnan Province

As a core institutional arrangement for urging the local party committee and government to fulfill the main responsibility of environmental protection and fully implementing the"party and government responsibilities"of ecological civilization,the environmental protection supervision system is also an accelerated solution to the problem of highlighting the environment and people's livelihood and comprehensively improving the level of ecological civilization construction.Major institutional practice.It has played a certain role in promoting local environmental protection governance.However,in the actual operation process,the environmental protection supervision system still has many shortcomings.Through two years of public management knowledge,the author has made some thoughts on the system.In this paper,the author uses the literature research method,comparative analysis method,actual case method,etc.,combined with my experience and some thoughts on participating in environmental protection supervision work at the grassroots level in Yunnan Province,to analyze the role and impact of central environmental protection inspectors on environmental governance in Yunnan Province,And the analysis of the shortcomings and causes in the implementation process,combined with the status quo of environmental protection supervision system to propose a perfect strategy,through research,this paper mainly draws the following three conclusions:First,the environmental protection inspection system has played an obvious role in promoting local environmental governance,mainly in promoting the formation of the normalization system of supervision,solving the limitations of the original regional environmental management system,inspecting the implementation of national environmental laws and regulations by local governments,strengthening supervision and accountability,influencing the environmental attitude of government leaders,and actively guiding the public to participate in environmental protection.Second,there are still many shortcomings and limitations in the implementation of the environmental protection inspection system.The implementation of the environmental protection inspection system lacks a legal basis,and it is impossible to find the direct legal basis for the local government to"supervise the government"from the current legislation.The political positions of localgovemmentand department are not high.A few leading cadres still have negative psychology such as"one overlord","fortunately passing through"and"everything is good",exposing the problem of unsatisfactory rectification and unsatisfactory rectification.The status quo of surface rectification and false rectification has been prominent,which has affected the actual effect of the environmental protection supervision system.The environmental supervision agency is not perfect,especially the local inspection agencies and daily inspection agencies need to be further improved.Thirdly,there are many shortcomings in the implementation of the environmental protection inspection system,which are affected by many aspects.Among them,the local government has insufficient urgency,arduousness and long-term understanding of environmental protection supervision work,and the work is not balanced or grasped tightly.The delay in the progress of some key projects is the basic reason.The environmental political assessment often has falsification in local governments,and the local economic interests are entangled,making local governments pass the implementation of central planning and assessment tasks,selective substitution to meet superior requirements,coping style governance and coping style assessment behavior,showing inconsistency and even conflict with central goals.In addition,the environmental supervision mechanism is not standardized.Although the environmental supervision system has initially formed a certain system in the accountability investigation process,it needs to be further strengthened from the construction of legal system and the power constraint.
