Research On The Supervision Of Ecological Environment Protection In S Province From The Perspective Of Government Regulation

After the 18th National Congress of the Communist Party of China(CPC),the construction of ecological civilization was incorporated into the overall layout of China's "five-in-one" plan.It has become an important part of the construction of socialism with Chinese characteristics.The Chinese nation holds high the great banner and keeps advancing towards the goal of a beautiful China.In seven years,more and more people gradually accept the idea of "green water castle peak is the jinshan silver",and to understand its connotation,the CPC central committee and the state council on accelerating the top design and system construction of ecological civilization at the same time,increase the intensity of the pollution control,which has made great achievement in the green development,the country,s ecological environment quality also implements the years of continuous improvement,common people into a moderately prosperous society in all respects at the same time,is also fully enjoy the welfare of the ecological environment to bring.In particular,the central environmental protection supervision group was formally established in July 2016.It took three years to complete the overall supervision of 31 provinces(autonomous regions and municipalities directly under the central government),including the establishment of the environmental protection supervision system at the provincial level and below,making concerted efforts to push the construction of ecological civilization to a climax.In 2016,S province established a leading group of environmental protection inspectors.In December 2018,S province officially established a full-time supervision institution--ecological and environmental protection supervision office.The supervision office adopts a "1+6" structure,with "1" as one supervision office,responsible for the guidance of provincial supervision work,and "6" as six regional supervision offices,responsible for the specific implementation of supervision work in different cities.So far,the whole ecological and environmental protection supervision system of S province has been completed.But from the actual operation effect,there are still unsatisfactory places.First,the legal basis of the supervision system is relatively weak and relies more on the normative documents of the party.Second,the environmental protection special treatment effect is short,the rectification time is long,the sequela is many;Third,the coordination mechanism between departments is not perfect and smooth,back and forth "kick the ball" phenomenon occurs from time to time;Fourth,the professional level of the inspector team is low,there is no guidance in the actual work,the working mode is still in the exploratory stage.In line with the aim of found problems quickly,more the problem will be corrected at primary stage,this article has exposed in the provincial supervision and urgent issue,the government regulation theory,the theory of responsible government,coordinated governance theory are analyzed,and put forward a both practical and constructive measures to solve extremely.This article first from the central environmental protection supervision and S province expatiates on the background of the ecological environment protection and supervision,the ecological environmental protection supervision in the historical evolution of the central and provincial level,analyzes the concrete function change,whom the since 2016 in the first round of the central environmental protection supervision and "look back" and "S province provincial environmental protection supervision and" look back "to carry out the results,and illustrates the theory of government regulation in the applicability of the ecological environment protection and supervision.Then,based on the understanding and analysis of the development status of ecological and environmental protection inspectors in S province from the perspective of government regulation,the legal construction,organizational structure,operation mechanism and capacity status of the current ecological and environmental protection inspectors were analyzed to understand the defects and problems existing in the supervision work,so as to provide a basis for improving the functions of the inspectors.According to the government regulation theory,theory of responsible government,cooperative governance theory analysis of the current ecological environment protection and supervision on the working mode,organization structure,the problems of unreasonable and unscientific root,put forward from perfecting laws,strengthening the operation and increase discipline security,strengthening the cooperative governance,explore a road to increase the efficiency of the ecological environment protection and supervision.According to the different opinions and voices from all sides,we should find out the problems and remove the crux of the problems,constantly improve the supervision system,tap the potential of supervision,and let the supervision work have rules to follow and evidence to rely on.We should not only supervise the supervision and accuracy,but also play a practical role to help solve the problems and improve the ecological environment.Based on the four improvement measures are put forward in both lists the detailed implementation plan,and
