In China,Preventing water pollution has growing rapidly,and the application of PPP mode in the field of water environment treatment is becoming more and more extensive.The water environment treatment PPP project faces many problems such as ?pay attention to construction and neglect the operation process? and ?shortage of cash flow on the project? due to its nature of strong public welfare,which hinders the sustainable development of the PPP project.In response to these problems,the sustainability of the business model is the key to ensuring the balance of the public welfare and commercial of the water environment treatment PPP project and ensuring the sustainable development of the project.At present,the research on the water environment treatment PPP project has not yet covered the relevant content of the business model.How to determine the sustainability degree of the project business model and propose relevant suggestions to enhance the sustainability of the project business model are important to promote the sustainable development of the project.The steps are also the main issues to be solved in this thesis.Therefore,studying the sustainability of business model on the water environment treatment PPP project is critical to the sustainable development of the project itself and the environmental industry.Based on the research and analysis of relevant literatures at home and abroad,combined with the development of water environment treatment PPP project and the relevant theories of business model,this thesis expound the assessment of the sustainability of the business model on water environment treatment PPP project and suggestions for improving project sustainability.First of all,based on the principle of "Triple bottom line",and "Triple layered business model canvas",this thesis constructs a primary business model sustainability assessment index system for the water environment treatment PPP project.And then,it screens and determines the sustainability assessment index system of the business model on PPP project by the "Hall three-dimensional morphology",including three dimensions of the ?economic,environment and social?.Secondly,considering that the assessment index system involves many indicators,it is difficult to accurately judge the sustainability level of each index according to the cloud model.So,this paper introduces the ?Euclidean distance? into the ?Entropy weight-cloud model?.Finally,the sustainability of the business model on the actual projects is assessmented,and relevant recommendations are made.In the case study,the business model sustainability assessment index system on the water environment treatment PPP project and assessment method are applied to the actual project,It turned out that among the first-level indicators,the sustainability level of the economic dimension is general,and the sustainability level of the environmental dimension and the social dimension is stronger;Among the second-level indicators,the sustainability level of ?core resources,project value appreciation and cash inflow? is lower than the comprehensive sustainability level;Among the third-level indicators,the sustainability level of ?the increasing rate of tax revenue,the reduction ratio of fiscal expenditure,bidding competition? is lower than the comprehensive sustainability level.But the ?comprehensive sustainability level? of business model on the actual project is found to be stronger.It explains that ?the indicators of their level is lower than comprehensive sustainability level? have ?negative contribution? to the comprehensive sustainability level of the project business model.Therefore,in order to improve the comprehensive sustainability level,this thesis proposes to improve and implement the sustainable public procurement of PPP projects and improve the PPP project mechanism.
