With the acceleration of urbanization in China,the amount of sewage produced in cities is increasing year by year,the problem of sewage treatment is becoming more and more serious,and the state attaches more and more attention to the development of sewage treatment projects At the same time,due to the large upfront investment of sewage treatment project,the investment payback period is longer and other reasons,the use of PPP model to build sewage treatment plant has been vigorously promoted by the state.However,the feasibility of this procurement model is not absolute,there are cases of failure in practice,therefore,this paper hopes to build the sewage treatment Plant PPP model value-for-money quantitative evaluation model to help determine whether the use of PPP model than the use of traditional government procurement model is more cost-effective,more value for money.The purpose of this paper is to analyze the value-for-money evaluation process of PPP project in detail,and to construct a value-for-money quantitative evaluation model for PPP project of sewage treatment plant in China based on foreign VFM model.Firstly,on the basis of referring to a large number of documents,this paper defines and combs the concept,methods and steps of value for money quantitative evaluation,determines the key indexes that affect the quantitative evaluation results of value for money,focuses on its research and puts forward the use of checklist method to identify PPP project risks,and uses improved grey correlation degree to determine the loss weight of risk,A set value statistics method is used to determine the probability of risk occurrence,the combination of the two and the quantification of risk costs,and the risk sharing based on the principle of reasonable risk sharing.Secondly,according to the characteristics of PPP project in China's sewage treatment plant,the specific components of the quantitative evaluation Model index of PPP project of sewage treatment plant are determined,such as:the composition of PSC value,the composition of PPP value and the composition of VFM.Then,according to the project data of Hefei YW Sewage Treatment Plant,the practical application of value-worth quantitative evaluation model is carried out,and the feasibility of the model is verified.Finally,the sensitivity analysis of the rationality of the evaluation results is carried out.From the conclusion,we can see that in the range of reasonable influence factors,YW sewage Treatment Plant adopts PPP model construction,which will be more value for money than the traditional procurement mode of government departments,and has a comparrative advantage in cost.
