The EPC model is a new project construction model in China.This model is in the process of gaining experience,both from the perspective of governmentindustry management and from the perspective of project owners and generalcontractors.For the general contractor,the project is more unpredictable thanprevious projects.From the academic perspective,there are some achievements in identifying and responding to the common risks of EPC project construction,but the research on EPC risk of sewage treatment plant project is still blank.This paper identifies and analyses the risks from the general contractor'spoint of view and puts forward the corresponding risk countermeasures inconjunction with a bid raising project of EPC sewage treatment plant in theprocess of implementation.First of all,the paper defines the concept,type and risk management of EPC model,combs the methods of risk identification and risk analysis,andintroduces the four coping methods of risk elimination,risk transfer,riskmitigation and risk retention.Then,the paper analyzes the present situation ofthe project of upgrading sewage treatment plant under EPC mode,and identifies the construction risk.Finally,by introducing the model of the analytic hierarchyprocess,the risk analysis of the general contract project of upgrading a sewage treatment plant in Guangxi was carried out,and the risks faced by the general contractor were divided into 9 primary risk factors and 24 secondary risk factors.Through the study of the 9 primary risk factors of the EPC sewage treatment plant project,it is found that the most important risk faced by the general contractor is the technical risk of the new process.Second,business risk,including equipment procurement risk and contract signing risk;Then it is based on the new technology construction risk and debugging and shelf-life operation risk.Through the research of 24 secondary risk factors in EPC sewage treatment plant project,it is divided into three types:high risk factor,stroke risk factor and low risk factor.Among these three types,there are 4 high-risk factors,namely,the risk of adopting the new process,the risk of the owner's appointed equipment supplier,the risk of interfering in the procurement,the risk of unclear key terms,the risk of underbidding;There are seven risk factors,namely,the risk of functional defect of important parts during construction,the risk of design change,the risk of failure to meet the standard of water quality during commissioning,the risk of fixed total price,the risk of design accident,the risk of operation accident during warranty period,and the risk of special requirements of the owner.Finally,this paper gives some countermeasures to the first 5 primary risk factors and the high and stroke risk factors of secondary risk,and puts forward the prospect of the next work.
