Research On Rural Environmental Governance Under The Background Of Rural Revitalization Strategy

President Xi Jinping in the 19th National Congress of the Communist Party of China proposed "implement the strategy of Rural Revitalization" major decision deployment,its overall demand is "Thriving industry,livable country,civilized country,effective management and efficient living",emphasis on agriculture,rural areas and farmers problem is a fundamental problem in the national economy and people's livelihood,it is pointed out the direction of the rural construction of a new era.Therefore,under the background of rural revitalization,the study of rural environmental governance has important practical value.Taking this as the starting point,this paper,through the case study of rural environmental governance in Qinlan,Tianchang,Anhui province,understands the existing problems in environmental governance in Qinlan.Analyzing the reasons for the difficulty in its governance,puts forward corresponding countermeasures and draws a conclusion.Through the investigation,it is hoped to provide some useful references for the environmental governance work carried out in the current rural revitalization construction in some areas.Through a series of governance measures,Qinlan has realized the improvement of regional surface water quality,significantly improved air quality,complete rural infrastructure and improved living environment.However,problems such as electronic industry pollution cannot be ignored,shortage of talents in environmental protection planning,relying on government leadership,low participation of fanners,relatively weak awareness of environmental protection of farmers,difficulty in maintaining governance results and shortage of funds seriously restrict the implementation of environmental governance.The author combined with domestic beautiful good example in the construction of rural environment management experience,in view of the Qinlan environmental problems arising from the work,put forward the corresponding countermeasures,namely:strengthen the subject consciousness of farmers,the transformation of enterprise management mode,the discharge of pollutants by increasing capital investment environment construction,improve the financing mechanisms,establish a local rural environment appraisal incentive mechanism,improve the township government management function,strengthen the concept of environmental protection and play under the new period the rural human resources advantages,cultivate college students'village officials and advanced youth,to strengthen the construction of rural environmental protection planning type talented person.
