Study On Rural Environmental Governance In CD County Of Jilin Province From The Perspective Of Rural Revitalization

Rural areas are the fundamental guarantee of human survival and the foundation of the Party’s governance and construction.The governance of rural living environment is an important part of rural grass-roots governance.Under the guidance of beautiful livable rural construction,the implementation of rural living environment governance,improve the quality of rural living environment,can effectively bath the farmers of economic development since the reform and opening up,effectively guarantee the progress of the rural governance in China,is also rural social progress,the fundamental way to live along with people.Currently,despite the long history for calls to improve the rural living environment,the results remain unsatisfactory and development is still unbalanced.In order to solve the main problems of rural people’s settlements,building beautiful ecological livable village,in early 2018,the rural living environment improvement three-year action plan in the general office of the State Council,the joint research of the CPC Central Committee issued,this is the top level of China processing rural living environment guiding ideology design,also put forward the action guide governing rural living environment.On this basis,all provinces and cities in China have also put forward action plans based on the line meeting the development needs of provincial conditions and conditions.In this background,changchun city,jilin province CD county has carried out the "clean countryside",rural "seven" sanqing action,rural household garbage and sewage treatment level significantly,farmers’ production and living conditions,in 2017,2018 assessment are ranked first in the province,rural living environment governance has achieved phased results.Under the background of rural revitalization,the rural environmental governance in CD County is of typical significance.Therefore,this paper is based on the theory of rural governance and sustainable development,combined with literature research and questionnaire research,the research object is the rural living environment of CD County,Jilin Province,and comprehensively analyzes the rural living environment and its management status.This paper points out that when CD County has made some achievements in rural environmental governance,there are still problems such as insufficient governance funds,some cadres lack of good governance awareness,and the government fails to implement.The reasons are analyzed.In rural environmental governance,CD County has many problems,such as difficult environmental governance in rural areas,large funding gap,insufficient awareness of environmental governance among some cadres and the masses,inadequate implementation of remediation policies,and inadequate supervision of rural environmental pollution.Therefore,in the rural environmental governance,CD county should improve the occasion,will work to implement scientific planning and publicity,make the environmental consciousness,improve various system,establish a long-term effective management mechanism,rapid advance local custom civilization construction work,for the further development of rural areas play a role in promoting.
