Since the 2007 "Two-type Society" pilot zone,the Changsha-Zhuzhou-Xiangtan urban agglomeration has always regarded "resource-friendly and environment-friendly"social construction as the research focus,and the creation of a resource-environment-economic coordination large economy has always been its primary aims.However,with the further development of urban agglomerations in recent years,urbanization and industrialization have intensified the contradiction between supply and demand of resources and the increase of environmental pollution.The contradiction between environmental pressure overload,excessive resource burden and economic development has intensified,seriously affecting its long strain.The harmonious development of Tancheng Group and the search for solutions to the problems between economic development and resource development have become the focus of domestic research in recent years.Ecological efficiency takes into account the considerations of resources,environment and economy,and it can analyze its mechanism and causes from a quantitative perspective,which is a suitable measure for green development.The ecological efficiency of Changsha,Zhuzhou and Xiangtan urban agglomerations is comprehensively evaluated and its impact mechanism is analyzed,and more practical strategies are given to help optimize the ecological efficiency of Changsha,Zhuzhou and Xiangtan urban agglomerations and promote the green development of Changsha,Zhuzhou and Xiangtan urban agglomerations.Based on the panel data of the cities of Changsha,Zhuzhou and Xiangtan in 2006-2016,this paper measures the ecological efficiency and sub-efficiency of Changsha,Zhuzhou and Xiangtan urban agglomerations and cities based on the Meta-US-SBM model(economic efficiency,environmental efficiency,energy).effectiveness).Based on the perspective of growth decomposition,the Malmquist-Luenberger index model is used to analyze the growth mechanism of the eco-efficiency of Changsha-Zhuzhou-Xiangtan urban agglomeration.Finally,the Tobit model is used to analyze the relationship between industrial structure,environmental regulation,technological innovation,population size,foreign investment and ecological efficiency of Changsha,Zhuzhou and Xiangtan urban agglomerations.The main findings are as follows:First,the ecological efficiency of the Changsha-Zhuzhou-Xiangtan urban agglomeration is obviously different.Changsha is in a leading position,and the economic efficiency of each city is good,but the energy efficiency is relatively backward,and the environmental efficiency is significantly different in each city.The measurement efficiency shows a path dependence phenomenon.Second,the growth of the eco-efficiency of the Changsha-Zhuzhou-Xiangtan urban agglomeration is mainly due to the technical effect,and the scale effect plays a minor role after a certain degree of development.The rapid growth of eco-efficiency in cities such as Changsha is mainly due to the role of technological effects.Third,the industrial structure,environmental regulation and population size have a significant impact on the ecological efficiency of the Changsha,Zhuzhou and Xiangtan urban agglomerations.The industrial structure and environmental regulation are positively related to the ecological efficiency of the Changsha,Zhuzhou and Xiangtan urban agglomerations,while the population size is inversely related.The empirical findings suggest that in the process of sustainable development of Changsha,Zhuzhou and Xiangtan urban agglomeration,resource-environment-economic coordination,energy conservation and emission reduction,and green development should be taken into account;each region needs to accelerate the growth rate of eco-efficiency by improving technological progress;The government needs to play an active role in the process of industrial structure upgrading,environmental regulation standardization,and talent introduction to quickly and effectively improve the ecological efficiency of the Changsha,Zhuzhou and Xiangtan urban agglomerations and achieve regional green development.
