With the continuous development of the economy,China's agricultural production level has improved significantly.More advanced agricultural technologies and development models have been applied to actual agricultural production.Although they have been separated from traditional farming methods, they have brought many problems and challenges. There are some problems, such as the overuse of pesticides and the ues of chemical fertilizers and other chemicals. These problems result in the declining of soil fertility and affect the quality of agricultural products. And these problems bring severe air pollution and water pollution. In 2018,the State Council put forward the "Opinions on Innovating Institutional Mechanisms to Promote Green Development of Agriculture",which provids solid support for the sustainable development of agriculture. As a development model to change the original high-energy,high-pollution and low-output agricultural production methods,low-carbon agriculture is more in line with the requirements of current agricultural development.Low-carbon agriculture development can promote green development of agriculture and help achieve sustainable agriculture. And low-carbon agriculture can promote rural revitalization.Shandong Province is both a large population province and an agricultural province.Agriculture plays an important role in economic development. This paper chooses Shandong Province as an example to study the regional differences and influencing factors of low carbon agriculture development in Shandong Province, aiming to find out the problems in the development of low carbon agriculture, and on this basis, put forward development suggestions to promote the development of agricultural modernization in Shandong Province. It is of great significance. This paper comprehensively uses the theory of low-carbon agriculture and modern agricultural sustainable development.Firstly,it analyzes the status quo and existing problems of low-carbon agriculture development in Shandong Province, and constructs a calculation model of agricultural carbon emissions to measure the development level of low-carbon agriculture in Shandong Province. Then, based on the coefficient of variation and the Theil index, the regional differences in the development of low-carbon agriculture in Shandong Province were analyzed using ArcGIS.Finally, the STIRPAT model was constructed, and the ridge regression analysis was carried out to explore the key factors affecting the development of low-carbon agriculture in Shandong Province. The study found that the development of low-carbon agriculture in Shandong Province is at an early stage, and there are many problems. The development level of low-carbon agriculture in different regions of Shandong Province is quite different. The difference in the eastern region is greater than that in the central and western regions.Balance;agricultural production and living are seriously polluted,low-carbon agricultural infrastructure is imperfect, farmers are less motivated, and the level of science and technology and peasant cultural literacy are not high. Therefore, based on the above empirical analysis and research, propose innovative agricultural production and lifestyle, improve low-carbon agricultural development subsidies, build a low-carbon agricultural assessment mechanism, increase financial investment in infrastructure and scientific research and development, strengthen agricultural science and technology exchange, and promote low-carbon Agriculture, measures to improve farmers' cultural quality. With a view to promoting the development of low-carbon agriculture in Shandong Province and helping rural revitalization.
