Evaluation Of Green Development Efficiency And Analysis Of Influencing Factors

Since China adopted the basic state policy of reform and opening up,after four decades of tremendous economic development,China’s development has achieved an unprecedented miracle in the world.The Chinese people’s living standards and urbanization are improving day by day,and the country’s wealth continues to reach new milestones.But forty years of reform and opening up have also brought about some social problems,among which the most serious and obvious one is undoubtedly the conflict and contradiction between resources,environment and economic development.In the past decade,the large consumption of ecological resources,chemical energy and the discharge of pollution wastes have become the constraints and obstacles to the green,healthy and sustainable development of China’s economy and society.With the transfer of industrial industry from coastal cities to inland areas,Henan province has ushered in unprecedented opportunities for economic development,but also faces a series of problems such as ecological degradation,resource shortage and environmental pollution.Although in recent years,Henan province has adopted many policies to control and develop the environment,the overall pollutant emission base of the province is large.The contradiction between urban construction,economic development and insufficient carrying capacity of environmental resources is increasingly serious.Green development efficiency is an evaluation system that considers the level of economic development,resource and energy consumption and pollutant emission.This paper is divided into five parts.The first chapter introduces the background,literature review and innovation.The second chapter discusses the origin,connotation and characteristics of green development theory.The third chapter to the economic and social development in Henan province has carried on the detailed narration,analysis of the current resource utilization in Henan province and pollutant emission situation,using the global reference based on the expected output SBM model,based on the pollution emissions targets in the planning of ecological civilization of the province’s 17 cities as the green development efficiency of 2007-2016 is calculated and analyzed.The fourth chapter takes the value of green development efficiency as the explained variable,and selects seven internal influencing factors such as fiscal expenditure and urbanization level as the explanatory variables.Based on the panel Tobit regression model,this chapter empirically analyzes the influencing factors of green development efficiency in Henan province.The fifth chapter,with the empirical results and analysis of the fourth chapter as reference,puts forward decision-making Suggestions for the green development level of Henan province.
