Study On Green Economy Efficiency And Its Influencing Factors In Hubei Province

From this node in 1978,China's economic development has experienced the baptism of reform and opening up for forty years,creating an amazing miracle in the history of world economic development.Throughout the past 40 years,co mpared with GDP alone,the GDP of 90.309 trillion yuan in 2018 was compared with the GDP of 364.5 billion yuan in 1978.It relied on the demographic divi dend to contribute to the total economy.The improvement has made China the s econd largest economy in the world after the United States.Economic growth an d capital accumulation,behind the seemingly remarkable achievements,actually c ontain many hidden dangers left over from the development process;Over-empha sis on economies of scale and neglect of economic quality has led to overcapacit y and problems of supply and demand have become more prominent.The report of the 19 th National Congress of the Communist Party of China(CPC)pointed out the need to promote qualitative,efficiency and dynamic changes in economi c development.Hubei is an important province in the Yangtze River economic b elt.It is a pilot area for comprehensive reform of the national "two-oriented" so cial construction.It is the seat of the South–North Water Transfer Project water source area and the Three Gorges Dam area,it is an important water conservatio n area of the Yangtze River Basin and an important ecological barrier for the co untry.The task of ecological civilization construction is arduous.Hubei covers 8cities along the main stream of the Yangtze River and plays an important role i n the development pattern of the Yangtze River economic belt.The task of ecolo gical protection and green development is extremely arduous.According to the g eneral idea of "ecological priority and green development" put forward by the st ate,Hubei Province actively plans to achieve economic development and environmental protection,it is of great significance to promote the whole middle reache s of the Yangtze River economic belt to build ecological civilization demonstratio n zone and realize precise poverty alleviation.The decision-making unit selected in this paper is 13 cities in Hubei Provin ce,including 12 prefecture-level cities and the autonomous prefecture of Enshi.F irst,by establishing an evaluation index system,the economic and social develop ment status of 13 cities in Hubei Province is analyzed.Then cluster analysis wa s used to divide the economic and social development of 13 cities into three typ es of regions.Type ? area includes Wuhan City,Type ? area includes Shiyan,Yichang,Xiangyang,Ezhou,Huangshi,and Type ? area includes Jingzhou,Hu anggang,Xianning,Jingmen,Suizhou,Enshi Prefecture,Xiaogan.Although these cities have achieved certain results in economic and social development,there ar e still many development problems.First,the industrial structure is irrational,the proportion of the primary industry is too large,and the proportion of the tertiar y industry is too small.Second,there is insufficient industrial coordination amon g different prefecture-level administrative intervals,and it is difficult to form a j oint force for development.Third,there are obvious constraints on the developm ent of resource factors.In further research,based on the DEA-SBM model,the green economy effi ciency of 13 cities in Hubei Province from 2010 to 2017 was calculated.The re sults show that(1)The overall level of green economic efficiency in Hubei Pro vince is not optimistic and shows a trend of polarization.Among the 13 cities,t he green economic efficiency values of Jingmen,Jingzhou,Xiaogan and Huangsh i are low;(2)The high pollution discharge is the main reason for the low effici ency of the overall green development in Hubei Province;(3)The green develop ment efficiency of cities in Hubei Province shows a declining trend.After Tobit regression,it is found that the green development efficiency of Hubei is positively influenced by industrial structure,economic development and human capital,ne gatively affected by energy consumption and openness to the outside world.Based on the above research,this paper draws the following conclusions:(1)Unbalanced overall efficiency level of green economy in Hubei Province;(2)Th ere is a "U" relationship between economic development and environmental pollu tion in various administrative regions of Hubei Province;(3)The main factors af fecting the efficiency of green development in cities in Hubei Province are the i ndustrial structure,the degree of economic development,the degree of opening t o the outside world,the level of financial development,and human capital.Base d on this,the following countermeasures and suggestions are put forward:(1)to add the environmental index into the local government assessment system and weaken the theory that GDP is the only factor;(2)to promote the development of green industry;(3)to encourage innovation and promote technological progres s;(4)to increase the degree of opening to the outside world,focus on raising t he threshold of introducing foreign capital.
