With the development of "smart and environmental protection" and the newly enacted"Water Ten" and new requirements for environmental management,it is necessary to more effectively manage the rivers and pollution sources of the entire river basin,and further integrate the automatic monitoring and management system.Monitoring data and geospatial data realize real-time,intuitive,dynamic management and expression of automatic monitoring data,and provide powerful data support and decision-making basis for environmental management such as water environment analysis and research.Based on the situation of water environment pollution in Huaihe River Basin,this paper designs the system framework with the framework of SOA,and constructs the framework module and content system of water environment information system in Huaihe River Basin.According to the types of pollution sources,the corresponding mathematical models are selected to construct the water quality prediction model of the system.The visualization and spatial expression of water quality monitoring data are realized by displaying curves,tables and dynamic thematic maps.The water environment information and data are scientifically and effectively managed according to monitoring information and early warning information,and the statistical analysis,anomaly discrimination and water quality evaluation of monitoring data are realized.Functions such as price and trend analysis can quickly grasp the state of water environment quality.When the data of a monitoring station exceeds the safety threshold or the normal standard,anomaly discrimination and determination of its pollution degree are carried out.At the same time,the pollution location is located,and the early warning is issued on Web GIS.The downstream pollution or water quality situation is predicted and simulated by the early warning model,and the risk identification and evaluation are carried out.The time span,spatial scale and impact degree of pollution accidents can be evaluated.In the process of disposal,emergency response decisions are made according to the process,tracking and post-recording are carried out,and normal monitoring and post-evaluation functions of incident disposal are provided,thus providing strong decision support for the routine supervision and accident risk management of urban water environment system facilities.Based on ArcGIS platform and Oracle database,the system spatial database is established by using MapGIS geographic information system to collect spatial data,and the system database is established by using Oracle database to manage attribute data.The login interface and operation interface of each module of the basin water environment information management system are designed,and a friendly and convenient interface of the basin water environment management information system with information query and operation analysis function is constructed.It provides a multi-functional and comprehensive application management platform for management departments,standardized interface and unified application platform for all kinds of water environment data,and provides technical support for strengthening the prevention and control of water pollution in river basins and improving the efficiency of water environment management in river basins.
