Water quality assessment can help us understand the status of water quality effectively and master the main factor of pollution in the region as well as the source of the pollution.Water environment management assessment can help us master the level and the annual variation characteristics of water environment management.Combined with both,it can helpful to formulate management plan and countermeasure to improve the quality of water environment,and put forward the optimal management model of water environment quality.Take the the water environment of Liaocheng section in Tuhai River Basin as the research object,the water environment quality was evaluated and the evaluation system of water environment management level was established.Finally,the optimization of water environment management model was put forward.Specific studies include:(1)Evaluating the water quality of the river basin,constructing the fuzzy mathematics water quality evaluation method based on the entropy weight method and the excessive multiple factor method,and makes a fuzzy evaluation of the water environment pollution situation of the nine monitoring sections of the Tuhai River in 2015,and selects the dissolved oxygen(DO),chemical oxygen demand(COD),ammonia nitrogen(NH3-N),total phosphorus(TP)and fluoride(F-)as the evaluation factors,then the water quality of each monitoring section was determined.The main pollutants in the basin are chemical oxygen demand,ammonia nitrogen.(2)A total of 30 evaluation indexes of watershed water resources management,watershed water environment control management,river basin socio-economic situation,watershed ecological construction management and watershed management attribute were selected,and the water environment management index system of Tuhai River Basin was constructed.Using entropy weighting method,and multi-objective comprehensive evaluation model evaluation method to evaluate the level of water environment management in the basin from 2010 to 2015.The result show that:In 2015,the management level of river basin water management is ranked third.Watershed management attributes,watershed ecological construction management,watershed water environment control management,river basin socio-economic situation and watershed water resources management are ranked as 1st,2nd,3rd,4th,5th.To improve thewater management of the river basin we should try to improve the efficiency of industrial water and agricultural irrigation efficiency,save water resources and strengthen the sewage treatment,increase the amount of pollution control investment and raise the per capita consumption level.From 2010 to 2015,the level of water environmental management in the basin is on the rise,but the level of water resources management in the basin is declining,so the amount of water resources available in the river basin needs to be improved.The management level of river basin water resources is the lowest in 2011,and the trend is increasing from 2011 to 2015.It shows that the implementation of the "12th Five-Year Plan of the key pollution control of the river basin" has controlled the emission of chemical oxygen demand,ammonia nitrogen and other pollutants to a certain extent.The new pollution control project has a higher implementation rate and the pollution control level has been improved continuously;The socio-economic level of the basin is on the rise,which is in line with the development trend of the river basin.The management level of the ecological environment of the river basin is on the rise,and the management level of the river basin is increasing.(3)To optimize water environment management model,we canimprove the management system,the legal system,and strengthen the water price,popularize water rights,built ecological compensation system and use market economic means and strengthen the enterprises,communities,non-governmental organizations and all citizens involved to make decisions.Based on the research,a fuzzy mathematical water quality assessment method based on entropy weight method and overweight multiplier method is proposed,and the evaluation system of water environment management in Tuhai River Basin is constructed.Which were provided a scientific method to optimizethe river basin water environment management model,and ensures the scientific nature,objectivity and accuracy of the research.Basing on the basin water environment quality and watershed water environment management to optimize the management model of Tuhai river basin can help us improve the level of management.
