Study On Ecological Poverty Alleviation In Ecological Fragile Areas Of Western Sichuan

The report of the 18 th National Congress placed the construction of ecological civilization in the "five-in-one" strategic layout,and put the development of poverty alleviation into the "two centenary goals",fully reflecting the importance attached by the Party and the government to the construction of ecological civilization and the development of poverty alleviation.As a result,under the circumstance that ecological civilization construction and economic construction have been mentioned as equally important positions,an "ecological poverty alleviation" idea that protects the ecological environment,develops the ecological economy,and then removes poverty and gets rich has been put forward,and gradually implemented in the exploration.Starting from the theory and realistic basis of ecological poverty alleviation,this paper makes an analysis on the poverty alleviation methods,the main problems in practice and the corresponding countermeasures in the ecological fragile area of Western Sichuan.The first chapter summarizes the basis,research significance and research status of ecological poverty alleviation in Western Sichuan,and explains the research content,research methods,innovation points and shortcomings of this article.The second chapter is to define the relevant concepts and theoretical basis of this paper.This chapter mainly defines the concepts of ecological fragility,ecological poverty,and ecological poverty alleviation,and explains the main contents of sustainable development theory and anti-poverty theory,and clarifies the main research content and theoretical basis of this article.The third chapter is about the basic situation of ecological fragile areas in Western Sichuan and the significance of ecological poverty alleviation.Based on the characteristics and connotation of ecological fragility and economic poverty,this chapter expounds the ecological situation and economic poverty situation in the ecological fragile area of Western Sichuan,expounds the significance of ecological poverty alleviation,and clarifies the rationality and inevitability of ecological poverty alleviation in the area.The fourth chapter is about the achievements and difficulties of ecological poverty alleviation in the ecological fragile areas of Western Sichuan.The content of this chapter expounds the achievements of ecological poverty alleviation from the perspectives of policy and funding,habitat environment and economic development,and interprets the dilemma of ecological poverty alleviation from the perspectives of participation,ecological environment,and industrial level.It provides a realistic basis for constructing ecological poverty alleviation strategies in the ecologically fragile areas of Western Sichuan.The fifth chapter is about the ecological vulnerable areas in Western Sichuan facing difficult measures.The content of this chapter puts forward some reasonable countermeasures to the various difficulties of ecological poverty alleviation in this area.These include "improving the quality of the population,enhancing the initiative of the main body","easing conflicts between people and land,strengthening environmental protection","giving full play to the advantages of resources and developing advantageous industries",and coordinating the interests of all parties and building institutions.It has effectively guaranteed the effective promotion of ecological poverty alleviation in the ecologically fragile areas of Western Sichuan.
