Research On Ecological Poverty Alleviation In Guizhou Minority Poor Areas

On January 18,2018,the national development and reform commission,the state council poverty alleviation office and other six departments issued the jointly formulated work plan on ecological poverty alleviation,which implemented the importance of ecological poverty alleviation through policies.The poor areas of ethnic minorities should make good use of the "two treasures" of national culture and ecology,keep to the bottom line of development and ecology,turn weaknesses into advantages,innovate development ideas,give play to late-development advantages and blaze a trail that suits them.The poverty-stricken areas of ethnic minorities in guizhou are a double combination of poverty and fragile ecological environment.The field investigation point selected by the author,xiasi town,is located in qiandongnan state in the hinterland of miaoxinjiang.It is a poor township with multi-ethnic communities,and a typical karst landform belongs to an ecologically fragile area.In addition,xiasi town was once an important commercial port in the upper reaches of qingshui river.It flourished for a while and was the only ancient town in southeast guizhou that promoted cultural integration by trade and commerce.It has certain research value.This paper mainly USES the field investigation method and literature research method to deeply study the achievements made by xiasi town in ecological poverty alleviation in economic development and national culture communication.The specific embodiment of economic development is that the flourishing development of ecological planting and ecological culture and tourism in xiasi town has brought certain income to local residents.The spread of ethnic culture means that the peasant paintings of tonggu village are favored by both domestic and foreign people,so that more people can know about the rich and colorful ethnic culture of shizhen.Then,there are some difficulties in ecological poverty alleviation in xiasi town,including four aspects.Finally,based on the previous research and analysis,I have drawn some thoughts: if the poor areas of ethnic minorities want to become rich,they need to improve the relationship between human and nature,which is also the fundamental purpose of ecological poverty alleviation.The traditional poverty alleviation model cannot effectively increase the sustainable income of the poverty-stricken population.Ecological poverty alleviation should be based on the specific local ecological environment,and the ecological areas should develop ecological planting,ecological culture and tourism under the premise of minimizing the ecological damage,so as to promote the local economic development.For some ecologically fragile areas that are prone to natural disasters such as mudslides and mudslides,it is necessary to set up eco-migrant cities to move away from local residents and carry out ecological rehabilitation.We should not only guarantee the ecological environment,but also meet the cultural development needs of ecological migration as a cultural owner.On September 15,2014,the Guizhou Provincial People's Government agreed to transfer the administrative areas of Xiasi Town and Bibo Town of Majiang County to the jurisdiction of Kaili City.The paper structure mainly includes the following parts:The introduction part mainly introduces the research background and research summary,and also explains the theoretical basis of the full-text research;the significance of theoretical research,the practical significance,the innovation and the choice of field points.In the second part,the field surveyed the geographical location,ecological resources,poverty profile,poverty reasons,poverty population,national culture,ecological resources,current poverty alleviation policies,local agricultural production methods and local ecological poverty alleviation.The third part mainly discusses the achievements and dilemmas of the ecological poverty alleviation in the lower town.The achievements are mainly in the three aspects of ecological planting,ecological immigration and eco-cultural tourism.The dilemma is based on the field survey and literature analysis that the lower self-development ability of the lower division is weak,the eco-cultural tourism development is “homogeneous” and “enclamation”;the poor are marginalized and it is difficult to enjoy welfare;The loss and the imperfection of vocational and technical education.The fourth part mainly studies and discusses the dilemma of ecological poverty alleviation in the lower town,and puts forward three thoughts on ecological poverty alleviation in ethnic poverty areas.First,the scientific planning of ecological poverty alleviation in ethnic poverty areas,including ecological poverty alleviation mechanism,ecological immigration and national culture and poverty alleviation funds;second,innovation “hematopoietic” ecological poverty alleviation,including the integration of ecological and cultural resources,blocking the standby of poverty And the combination of “blood transfusion” and “hematopoietic” poverty alleviation;the third is to develop the ecological and cultural tourism industry in ethnic areas,including avoiding “enclamation” and “homogeneity”,improving the awareness and participation of local residents,and developing flexible Operating mode.The fifth part is the last paragraph of this article.Based on the above analysis,six conclusions are drawn.First,it mainly has the construction of ecological poverty alleviation system in ethnic minority areas,and considers the important value of ecological poverty alleviation in the future of ethnic poverty areas.Second,it pays attention to the exploration and utilization of local ecological poverty alleviation knowledge.Ecological poverty alleviation has local ecological environment and local knowledge.A certain degree of regulation and support;the third is to pay attention to the diversity of the causes of poverty in ethnic areas,which is doomed to copy the poverty alleviation model in other areas;the fourth is to ignore the marginalization of income,protect the rights and interests of local residents,respect their The right to speak;the fifth is to respect the local ecological culture,re-examine and discover its ideas,use traditional national wisdom to protect natural resources;sixth,ecological poverty alleviation-based diversified poverty alleviation methods can make ecological poverty alleviation better.
