The construction industry is the pillar industry of the national economy,and it is very important for the stable and rapid growth of the national economy.After the reform and opening up,the construction industry continues to grow at a high speed,while continuously contributing to the national economy,because of its own characteristics of high pollution,high consumption and high emissions,it inevitably causes a certain degree of pollution to the ecological environment.The government's environmental regulation is called environmental regulation.In recent years,the central and local governments have promulgated a series of laws and regulations on environmental protection.They have severely cracked down on the production areas with serious environmental pollution,which has a great impact on all walks of life,especially on high-polluting industries.As a traditional high-pollution industry,the production mode and organization mode of construction industry will inevitably be impacted.Based on this,this paper studies the impact of environmental regulation on the growth of the construction industry,aiming to find out the shortcomings of the growth of the construction industry under environmental regulation,through in-depth analysis and put forward countermeasures and suggestions,and strive to achieve a win-win situation of environmental protection and the growth of the construction industry.This paper combs the relevant literature on the impact of environmental regulation on industrial development and construction industry growth,and systematically studies the economic growth theory,environmental regulation theory and industrial economics theory to analyze the transmission mechanism of environmental regulation on construction industry from two aspects: internal factors and external factors.External factors select the comprehensive utilization index of wastewater and solid waste,and internal factors select labor productivity,labor cost,the proportion of general contracting enterprises and energy consumption of construction industry.In the empirical link,based on the central government's inclusion of the effect of environmental regulation in the assessment of local government performance in 2006,the data of the twelve years from 2006 to 2017 were selected and analyzed by stepwise regression in the eastern,central and Western regions.Shanghai,Tianjin and Shandong were selected in the eastern region,Anhui,Shanxi and Inner Mongolia Autonomous Region were selected in the centralregion,and the western region was selected in the western region.Gansu Province,Shaanxi Province and Sichuan Province.The results show that environmental regulation mainly affects the growth of construction industry through the role of internal factors in the construction industry,and the factors restricting the development of construction industry in the eastern and central regions are the same,which are labor productivity and the proportion of general contracting enterprises.The core factor restricting the development of construction industry in the western region is labor cost.At the same time,according to the research results and the analysis of the transmission mechanism in Chapter 3,it is concluded that the problems existing in the eastern and central regions are insufficient output of technological innovation and unreasonable industrial structure,and the problems existing in the western regions are backward mode of production.The corresponding countermeasures and suggestions are put forward,namely,switching growth momentum,strengthening the derivation of technological innovation achievements,optimizing industrial structure and reconstructing industrial structure.Strengthen the construction of talent team and innovate the mode of production.
