Analysis On The Impact Of Environmental Regulation On Manufacturing Technology Innovation

This paper mainly studies the influence of environmental regulation on technology innovation of Chinese manufacturing industry. First of all, this paper systematically reviews the environmental regulation and technological innovation, analyzes and reviews the influence factors and extent of environmental regulation on technological innovation by using industry and provincial panel data. The purpose of this paper is to reveal the internal mechanism of environmental regulation on technological innovation, and put forward reasonable and diversified means of environmental regulation, to provide theoretical support and policy recommendations for the realization of technological innovation.The influence of environmental regulation on technological innovation capability of manufacturing industry in China is studied using 2006-2011 manufacturing industry statistics. The results show that environmental regulation plays an inhibitory role in the technological innovation of Chinese manufacturing industry, but the effect is relatively small. The size of the enterprise has an inhibitory effect on the number of patent applications, but it plays a promoting role in the output value of new products. The more investment of scientific research funds, the more conducive to the enhancement of technological innovation ability. The higher the degree of market opening advantageous to enhance innovation ability of China manufacturing industry. Foreign direct investment has a negative effect, which is conducive to the increase in the number of patent applications, is not conducive to the release of new product output value.Using 2006-2014 years manufacturing industrial statistics, the impact of environmental regulation on technological innovation capability of China’s manufacturing industry is studied. The results show that the influence of environmental regulation on technological innovation is significant, but the direction of the effect is not determined. Scientific research funding and human capital investment on technological innovation is the most significant effect. The influence of enterprise scale on technological innovation is significant, and it has a promotion effect.By using content analysis method, the relevant policies are quantified and the environmental regulation tools in China are studied. In our country at present is to command regulation policy tools, based on the market environment regulation tools and voluntary environmental regulation tools, supplemented by diversified environmental regulation tools, enriching the regulation tools in our country at the same time, but also conducive to the balance of ecological environment, the study found.According to the above research, should influence from three aspects to improve the environmental regulation on the ability of Technology Innovation:first, adjust measures to local conditions to develop flexible environment policy; second, flexible use of various means of environmental regulation; third, to develop perfect supporting system for technology innovation.
