Research On Environmental Law Enforcement Of Environmental Protection In Yangjiang City After Establishing National Environmental Protection Model City

After 40 years of the reform and opening-up policy,China's economy maintained a rapid growth,but at the same time,the carrying capacity of the environment has obviously been unable to keep up with the economic and social development.Due to the inconsistency between the environmental protection work and economic development,and the environmental pollution and environmental damage accumulated over a long period of time can not be reasonably resolved in time,which has brought great difficulties to China's environmental protection administrative law enforcement work.Yangjiang City,as one of the underdeveloped cities in western Guangdong,had to introduce some enterprises with environmental pollution problems in order to develop the economy in the past,which led to great challenges in environmental problems.So how to balance the contradiction between the high-quality economic development and environmental protection,and solve the problem of environmental protection administrative law enforcement,is the major test that Yangjiang City is facing currently.Therefore,this paper will conduct an in-depth study on the Environmental Protection administrative law enforcement in Yangjiang City under the background of creating the national environmental protection exemplary city,starting from the practical issue encountered in the practice of Environmental Protection law enforcement in Yangjiang City,and discusses how Yangjiang City can seizes the major opportunities and challenges of creating a national environmental protection model city,and take advantages of the policy to solve some long-standing environmental problems.In addition,by means of data analysis and other means,the main problems existing in the current environmental protection administrative law enforcement in Yangjiang City are put forward according to the assessment index requirements of environmental protection administrative law enforcement in the national environmental protection exemplary city: First of all,the law enforcement environment construction is not up to standard compared with the law enforcement requirements of the national environmental protection exemplary city.Second,the law enforcement procedures are not up to standard with the strict law enforcement requirements of the exemplary city criterion.Third,the standardization of law enforcement standards is not up to the standard compared with the requirements of law enforcement standards of the exemplary city.This paper also analyzes the law enforcement experience of the United States,Japan andSingapore by comparing environmental protection administrative law enforcement at home and abroad.At the same time,learn good experience from the exemplary cities such as Foshan City and Guilin City,to provide policy reference and put forward countermeasures and suggestions to improve the environmental protection administrative law enforcement of Yangjiang City,and to provide law enforcement guarantee for the ecological environment protection of Yangjiang City.This article is mainly according to the following structure: The first chapter introduces the background and significance of the research,and the current situation of domestic and foreign research,and expounds the methods,ideas and innovations of the research.The second chapter introduces the related theories of environmental administrative law enforcement.Chapter three analyzes the present situation of environmental administrative law enforcement in Yangjiang city under the background of creating the national environmental protection exemplary city.Chapter four summarizes the domestic and foreign environmental protection administration law enforcement and its experience.Chapter five puts forward some countermeasures and suggestions of environmental protection administrative enforcement in Yangjiang city under the background of creating the national environmental protection exemplary city.
