Difficulties And Countermeasures Faced By Grass-roots Environmental Administrative Law Enforcement

Since the reform and opening up,our country's economy has changed from rapid growth to a mode of seeking progress while maintaining stability.From poverty to subsistence,to an overall well-off to poverty alleviation,we have achieved full victory.The social situation has changed tremendously,and social,economic,cultural and other aspects have been rapidly developed.However,with economic and social development,we have also seen that my country's social environment,especially the ecological environment on which it depends,has been greatly affected by human activities.Air pollution,water pollution,marine pollution,soil pollution,ecological destruction and other issues are confronted directly,and the development trend of the ecological environment runs counter to the people's growing need for a better life.Although the government promptly adopted proactive measures such as restricting the approval of high energy consumption,high pollution,and resource-based projects,and intensifying law enforcement on the environment,the problem of environmental pollution still cannot be effectively resolved.The lingering heavy pollution weather,heavy metal pollution of food,water pollution,etc.have caused serious problems to the daily life and health of the people.The necessity and importance of ecological environment administrative law enforcement have become increasingly prominent,and the grassroots ecological environment administration should be strengthened.The analysis and research of law enforcement has a positive impact on my country's ecological civilization construction.The thesis takes the L District of Qingdao City as a case,through literature inquiry,field investigation,case study,and inductive analysis methods,research the problems existing in the environmental law enforcement of the grassroots ecological environment departments.he study found that there are problems in the administrative law enforcement of the ecological environment in the L area,such as high work pressure,lack of law enforcement officers and severe aging,insufficient professional skills of law enforcement personnel,insufficient law enforcement protection,and poor connection between approval and supervision.Then through learning and drawing on the advanced experience and measures of other countries in the field of environmental law enforcement,combined with the actual situation in the L area,to improve the status quo of environmental law enforcement in Zone L,put forward measures such as improving laws and regulations,doing a good job in connection with work,strengthening the capacity building of the ecological environment administrative law enforcement team,promoting public participation in environmental administrative law enforcement,and encouraging environmental non-governmental organizations to participate in environmental governance.Finally,a conclusion is reached and a prospect is made.
