Research On The Construction Of Double Prevention Mechanism In Coal Mines In China

Coal mine safety is the key factor restricting the sustainable development of coal industry.Over the years,governments and enterprises at all levels have been exploring and practicing the way of realizing institutional mechanism of coal mine safety,and the situation of coal mine safety production has also changed significantly.But coal mine accidents have not been effectively curbed.In 2017,the "trinity" safety production standardization system proposed by the State Administration of Coal Mine Safety has played an important role in improving the ability of basic safety support.To explore the dual prevention mechanism can effectively play the "trinity" function.According to the standardization of coal mine safety production,the purpose of this paper is to study and establish the dual prevention mechanism of coal mine.Through inducing and analyzing relevant theory and accident cause theory about risk classification control and investigation and management of hidden dangers,the theoretical basis of dual prevention mechanism is determined.In view of the existing problems in risk classification control and investigation and management of hidden dangers of coal mine enterprises,it puts forward some improvement measures.According to the general law of "risk-hidden danger-accident",SPSS is used to analyze the risk classification control and hidden danger investigation and management of hidden dangers of coal mine enterprises and the results show that there is a positive correlation between them,which can verify the feasibility and scientificity of establishing a dual prevention mechanism from the data point of view.Finally,through combing the double prevention mechanism,combined with the characteristics of coal mine enterprises,the dual prevention mechanism of coal mine is established from four aspects: the establishment of organizational structure,risk classification management and control,hidden danger investigation and management,and dynamic evaluation.The establishment of dual prevention mechanism in coal mine has solved the situation of passive response to accidents for coal mine enterprises,and achieved the goal of changing from controlling in the event and rescuing after the event to prevention beforehand.As the two lines of defensing against accidents,the dual prevention mechanism greatly reduces the probability of accidents,and is of great significance to improve the work effects of coal mine safety management.
