Railway reform carried out the separation of government and enterprise in 2013,the ministry of railways was no longer kept,in the meanwhile,the national bureau that undertakes the administration duty of the ministry of railways and Chinese railway company which assumes the enterprise duty of the ministry of railways were set up.Under the background of the fourth railway reform,as well as during the recent years,survival of the fittest and "supply side reform" the policies of the coal industry developed continuously,Chinese coal industry's development is overall low and the imported coal is decreasing.Whether Shanghai coal industry with the developed transportation suffers the influence of railway reform or not,as well as the Shanghai coal enterprises face what kind of problem,and how to enterprise's development strategy,and how can coal industry develops better under the background of railway reform.This paper analyzes the situation of coal transportation in Shanghai from the two railways and the coal industries development situation at home and abroad.Shanghai coal consumption in 2011 already reached a "saturation point",Shanghai coal mainly rely on call in and imported from other provinces,and after a hub port allocated to Shanghai each big enterprise carry on the processing.In Shanghai,the downward trend in whole coal production,coal transportation received the influence of railway reform,and facing the enterprise strategic objective quantitative degree is not enough,Enterprise managers strategic thinking consciousness is not strong,the decision of vision is limited,External information acquisition ability is poor,the lack of strategic environment analysis ability;lack of effective tracking strategy implementation process of Coal industry chain.In addition,Shanghai coal industry brand integration and differentiation are needed,and coal business model needs to be upgraded,and deeply development in the aspect of technology,management and informationization to performance also needed,which will do a favor to realize circular economy requirements.Finally,based on railway reform of coal industry,this paper proposes some suggestions for corresponding implementation of enterprise strategy around the daily operational effects,platform and talents,technology and strategic.Not only put forward to improve the efficiency of loading and unloading of vehicles,but also to reduce costs,pay attention to training of railway staff and improve the efficiency of the market consciousness and shipment from the aspects of operating efficiency,and from the aspects of economic benefit and scale put forward advice on talents and the platform,which enhance the level of informatization of coal industry,promote the industry information symmetry,and establish industry self-discipline,and implement the strategy of enterprise collectivize,from the technical and strategic aspects of coal enterprise technology,building green coal development,using the Internet + technology to realize intelligent monitoring coal transportation and coal industrial chain.The end puts forward the future prospect of Shanghai coal and the problems needing attention of the implementation strategy.
